【摘要】：論文以烏國稀土礦綜合產(chǎn)業(yè)項(xiàng)目開發(fā)作為研究案例,針對我國出現(xiàn)的產(chǎn)能過剩和對稀有礦產(chǎn)需求缺口巨大的問題,通過研究烏國稀土礦綜合產(chǎn)業(yè)項(xiàng)目能否投資開發(fā),對項(xiàng)目建設(shè)意義、建設(shè)條件、產(chǎn)品分析、市場分析、財(cái)務(wù)和風(fēng)險(xiǎn)分析等方面進(jìn)行了詳細(xì)的考察,從政治、技術(shù)、經(jīng)濟(jì)方面對項(xiàng)目的投資給出了結(jié)論性意見。研究過程可以作為開展礦業(yè)項(xiàng)目投資的參考案例。政治上符合各方利益訴求,是可行的。符合國家“走出去”和“一帶一路”的發(fā)展戰(zhàn)略,有效“消耗”國內(nèi)過剩產(chǎn)能。項(xiàng)目帶動(dòng)烏國當(dāng)?shù)鼐蜆I(yè),為烏國增加稅收,改善其基礎(chǔ)設(shè)施和當(dāng)?shù)厝嗣裆钏?生產(chǎn)出的磷肥、鋼材可為烏國及周邊國家的農(nóng)業(yè)和工業(yè)發(fā)展提供保障,得到當(dāng)?shù)卣谡呱系闹С帧Ｆ髽I(yè)進(jìn)行投資獲得經(jīng)濟(jì)回報(bào)的同時(shí),擴(kuò)大了企業(yè)在非洲地區(qū)影響力,利于企業(yè)在國際上的投資。技術(shù)上成熟且不存在無法攻克的技術(shù)難題,是可行的。項(xiàng)目資源儲(chǔ)量大,伴生有價(jià)金屬多,綜合開發(fā)價(jià)值大。礦石分選回收技術(shù)指標(biāo)可以帶來經(jīng)濟(jì)效益,供水供電有保障,交通條件較好。項(xiàng)目所在地自然條件較好,雖然工業(yè)基礎(chǔ)較為落后,但是工業(yè)設(shè)備均可以在國內(nèi)生產(chǎn)加工。經(jīng)濟(jì)上有盈利,投資回收期短,是可行的。生產(chǎn)的產(chǎn)品從目前分析來看,不存在滯銷的風(fēng)險(xiǎn)且競爭能力強(qiáng)。計(jì)算項(xiàng)目成本及費(fèi)用,項(xiàng)目的盈利、清償、抵抗風(fēng)險(xiǎn)的能力,表明產(chǎn)品具有很強(qiáng)的市場競爭力,項(xiàng)目抵抗風(fēng)險(xiǎn)的能力較強(qiáng)。含2年建設(shè)期的稅后投資回收期為6.49年。在對本項(xiàng)目充分調(diào)研的基礎(chǔ)上,主要對項(xiàng)目市場、工程技術(shù)、財(cái)務(wù)、經(jīng)濟(jì)等方面進(jìn)行系統(tǒng)的、科學(xué)的分析、預(yù)測和評價(jià)。依此就是否應(yīng)該投資開發(fā)該項(xiàng)目給出結(jié)論性意見,為投資決策提供科學(xué)依據(jù),并為項(xiàng)目下一步建設(shè)提供建議。
[Abstract]:This paper takes the project development of Ukraine rare earth ore as a case study, aiming at the problems of overcapacity and huge gap in demand for rare minerals in our country, the paper studies whether the project can be invested and developed. The significance of the project construction, construction conditions, product analysis, market analysis, financial and risk analysis, etc., are investigated in detail, and the conclusions are given from the political, technical and economic aspects of the investment of the project. The research process can be used as a reference case for investment in mining projects. Politically in line with the interests of all parties, it is feasible. In line with the national "going out" and "Belt and Road" development strategy, effective "consumption" of domestic excess capacity. The project will boost local employment, increase taxes, improve infrastructure and the living standards of the local people, and produce phosphate fertilizer and steel to guarantee the agricultural and industrial development of the country and its surrounding countries. With the support of the local government in policy. At the same time, it expands the influence of enterprises in Africa and helps them invest internationally. It is feasible that the technology is mature and there is no technical problem that can not be overcome. Large reserves of project resources, associated with more valuable metals, comprehensive development value. The technical index of ore separation and recovery can bring economic benefits, water supply and power supply are guaranteed, and traffic conditions are better. The natural condition of the project is good, although the industrial base is backward, the industrial equipment can be produced and processed in China. Economic profitability, investment payback period is short, is feasible. Products produced from the current analysis, there is no risk of unsalable and strong competitiveness. The ability to calculate the cost and cost of the project, the profit of the project, the liquidation of the project, and the ability to resist risks indicate that the products have strong market competitiveness and the ability of the project to resist risks is strong. The after-tax investment payback period of 2-year construction period is 6. 49 years. On the basis of the full investigation of the project, the project market, engineering technology, financial, economic and other aspects of systematic, scientific analysis, prediction and evaluation. In this paper, conclusions are given on whether the project should be invested and developed, which provides scientific basis for investment decision, and provides suggestions for the next construction of the project.
