【摘要】：甘肅省地處我國(guó)西部地區(qū),大地構(gòu)造上位于青藏高原北部及東北部,活動(dòng)構(gòu)造發(fā)育,地震活動(dòng)強(qiáng)烈,歷史上曾發(fā)生過多次破壞性地震。甘肅省地震局承擔(dān)著本行政區(qū)域內(nèi)防震減災(zāi)工作政府行政管理職能,經(jīng)過幾十年的發(fā)展,已初步建立了甘肅省防震減災(zāi)公共服務(wù)體系。但總體而言,公共服務(wù)意識(shí)仍然較為薄弱。作為非工程性震害防御措施的重要組成部分——防震減災(zāi)宣傳工作是增強(qiáng)全社會(huì)防震減災(zāi)意識(shí)和提高抗御地震災(zāi)害能力,最大程度減輕震害損失的重要手段之一。本文擬通過對(duì)甘肅省地震局防震減災(zāi)宣傳工作現(xiàn)狀分析,以需求為導(dǎo)向,總結(jié)存在的問題和不足,通過對(duì)防震減災(zāi)宣傳工作主動(dòng)服務(wù)意識(shí),工作機(jī)構(gòu),宣傳時(shí)機(jī),社會(huì)媒體聯(lián)動(dòng)機(jī)制,新聞發(fā)布機(jī)制,網(wǎng)絡(luò)宣傳和農(nóng)村地區(qū)宣傳等七個(gè)方面的優(yōu)化策略研究,以期實(shí)現(xiàn)對(duì)甘肅省地震局防震減災(zāi)宣傳工作的提升提供借鑒。
[Abstract]:Gansu Province is located in the western part of China. The geotectonic is located in the north and northeast of Qinghai-Xizang Plateau. The active structure is developed and the earthquake activity is strong. There have been many destructive earthquakes in history. The Seismological Bureau of Gansu Province is responsible for the administrative function of earthquake prevention and disaster reduction in its administrative region. After decades of development, the public service system for earthquake prevention and disaster reduction in Gansu Province has been preliminarily established. But overall, public service consciousness is still relatively weak. As an important part of non-engineering earthquake disaster prevention measures, the propaganda work of earthquake prevention and mitigation is one of the important means to strengthen the awareness of earthquake prevention and disaster reduction and to enhance the ability to resist earthquake disasters, and to reduce the damage of earthquake damage to the greatest extent. Based on the analysis of the present situation of earthquake prevention and disaster reduction propaganda in Gansu Seismological Bureau, the paper summarizes the existing problems and shortcomings, through the active service consciousness, working organization and propaganda opportunity of earthquake prevention and disaster reduction propaganda. The optimization strategies of social media linkage mechanism, news release mechanism, network propaganda and rural area propaganda are studied in order to provide reference for the promotion of earthquake prevention and disaster reduction propaganda of Gansu Seismological Bureau.
