【摘要】：破壞性地震發(fā)生后,為了快速有效地判定震后建筑的安全性,最大限度地減少震損建筑對(duì)人員的二次傷害,在地震應(yīng)急期內(nèi)需開展震后建筑安全性評(píng)估工作。這對(duì)維護(hù)災(zāi)區(qū)社會(huì)穩(wěn)定有重要意義。在汶川地震、蘆山地震等震害調(diào)查和應(yīng)急評(píng)估的基礎(chǔ)上,總結(jié)了我國現(xiàn)階段震后建筑安全性應(yīng)急評(píng)估的特點(diǎn),分析了國內(nèi)應(yīng)急評(píng)估工作中存在的不足,介紹了我國臺(tái)灣地區(qū)、美國、新西蘭、歐洲與日本等震后建筑應(yīng)急評(píng)估研究和應(yīng)用的現(xiàn)狀,并從適用結(jié)構(gòu)類型、有無定量計(jì)算、評(píng)估人員資質(zhì)和評(píng)估結(jié)論等幾個(gè)方面,對(duì)國外技術(shù)標(biāo)準(zhǔn)進(jìn)行了對(duì)比,歸納了可借鑒的國外經(jīng)驗(yàn),結(jié)合正在編制的應(yīng)急評(píng)估標(biāo)準(zhǔn),從評(píng)估目標(biāo)、評(píng)估時(shí)效、評(píng)估深度和評(píng)估人員等四個(gè)方面,對(duì)我國震后建筑安全性應(yīng)急評(píng)估的研究和標(biāo)準(zhǔn)編制提出了建議。
[Abstract]:In order to determine the safety of post-earthquake buildings quickly and effectively, and to minimize the secondary damage caused by earthquake damage, the safety assessment of post-earthquake buildings is carried out in the period of earthquake emergency in order to determine the safety of post-earthquake buildings quickly and effectively after the occurrence of destructive earthquakes.This is of great significance to the maintenance of social stability in the disaster areas.On the basis of investigation and emergency assessment of Wenchuan earthquake, Lushan earthquake and so on, this paper summarizes the characteristics of emergency assessment of post-earthquake building safety in China at present, analyzes the shortcomings in the domestic emergency assessment work, and introduces the Taiwan area of our country.The current situation of research and application of emergency assessment of post-earthquake buildings in the United States, New Zealand, Europe and Japan, and the comparison of foreign technical standards in terms of applicable structure types, quantitative calculation, qualification of evaluators and evaluation conclusions, etc.This paper summarizes the experience of foreign countries that can be used for reference, combined with the emergency assessment criteria that are being developed, from four aspects: evaluation objective, time limit, depth of assessment and personnel.Some suggestions are put forward for the study and standard compilation of emergency assessment of building safety after earthquake in China.
