【摘要】:礦區(qū)地下水是指儲(chǔ)藏于有豐富礦產(chǎn)資源的地下土壤中,在采礦活動(dòng)中為了保證采礦效率與安全向外界排出的水。作為采礦活動(dòng)中的一種伴隨產(chǎn)物,剛開(kāi)采出來(lái)的礦區(qū)地下水一般都是水質(zhì)相當(dāng)好的,只不過(guò)是經(jīng)過(guò)外排后,水資源的數(shù)量一定成程度上變少,質(zhì)量一定程度上變差而已。礦區(qū)地下水資源經(jīng)濟(jì)價(jià)值包含兩個(gè)不同層面,其一是天然創(chuàng)造價(jià)值,即礦區(qū)地下水資源未經(jīng)過(guò)任何處理,天生就具有的經(jīng)濟(jì)價(jià)值;其二是人類創(chuàng)造價(jià)值,即人類在礦區(qū)地下水資源中投入一定的勞動(dòng),使得地下水資源因?yàn)槟Y(jié)人類勞動(dòng)而富含新的價(jià)值,這部分價(jià)值被稱為人類創(chuàng)造價(jià)值。個(gè)舊錫礦作為一座久負(fù)盛名的云南本土金屬礦山,在長(zhǎng)期的礦山生產(chǎn)活動(dòng)中,將產(chǎn)生的大量地下水隨意排放,沒(méi)有充分利用寶貴的地下水資源,使得地下水遭到污染和浪費(fèi),于是決定對(duì)礦山開(kāi)采產(chǎn)生的地下水進(jìn)行經(jīng)濟(jì)評(píng)價(jià),呼吁重視礦區(qū)地下水的利用。本人曾多次去往礦區(qū)坑道內(nèi)部,采訪周邊的企業(yè)和居民,并在大量閱讀文獻(xiàn)的基礎(chǔ)上,確立了以礦區(qū)地下水資源經(jīng)濟(jì)評(píng)價(jià)為研究目標(biāo),界定了礦區(qū)地下水資源經(jīng)濟(jì)評(píng)價(jià)概念范圍,提出了個(gè)舊高松礦田礦區(qū)地下水資源存在的價(jià)值以及利用管理存在的問(wèn)題,運(yùn)用經(jīng)濟(jì)學(xué)理論、效用價(jià)值論、生態(tài)價(jià)值論、環(huán)境價(jià)值論,從理論和實(shí)踐相結(jié)合的角度對(duì)個(gè)舊高松礦田礦區(qū)地下水資源的水量、水質(zhì)、水資源利用管理進(jìn)行了評(píng)價(jià)體系的構(gòu)建、評(píng)價(jià)方法的選擇和價(jià)值評(píng)價(jià)的具體實(shí)施。針對(duì)當(dāng)前礦山情況,為礦區(qū)地下水未來(lái)的利用管理提供對(duì)策建議。本文的主要研究結(jié)論如下:(1)從水資源評(píng)價(jià)、礦井水資源評(píng)價(jià)等概念引伸出礦區(qū)地下水資源經(jīng)濟(jì)評(píng)價(jià)概念內(nèi)涵,界定了礦區(qū)地下水資源經(jīng)濟(jì)評(píng)價(jià)邊界。(2)通過(guò)礦坑內(nèi)部實(shí)地調(diào)研、周邊工廠走訪以及高松礦田周邊居民訪談,得出礦區(qū)地下水資源具有很大的潛在市場(chǎng),不僅企業(yè),而且居民均愿意支付一定成本去享受純凈的礦區(qū)地下水資源。(3)通過(guò)分析水資源經(jīng)濟(jì)價(jià)值構(gòu)成體系,利用數(shù)據(jù)的可得性,估算的精度,運(yùn)用效益系數(shù)分?jǐn)偡ā⑹袌?chǎng)價(jià)值法、環(huán)境價(jià)值理論分別從工業(yè)、居民生活和生態(tài)環(huán)境三個(gè)方面對(duì)礦區(qū)地下水資源水量?jī)r(jià)值進(jìn)行經(jīng)濟(jì)評(píng)價(jià)。并利用恢復(fù)費(fèi)用法對(duì)礦區(qū)地下水資源水質(zhì)價(jià)值進(jìn)行經(jīng)濟(jì)評(píng)價(jià)。(4)從目前的礦區(qū)地下水資源利用管理現(xiàn)狀著手分析,現(xiàn)在的用水、管水不當(dāng),針對(duì)礦區(qū)周邊的未來(lái)發(fā)展藍(lán)圖制訂了相應(yīng)的礦區(qū)地下水資源利用管理對(duì)策建議。
[Abstract]:Underground water in mining area refers to the water discharged to the outside world in order to ensure mining efficiency and safety in mining activities, which is stored in underground soil rich in mineral resources. The groundwater in the mining areas that have just been mined is generally of fairly good water quality, but after being discharged out, the quantity of water resources will certainly decrease to a certain extent. The economic value of underground water resources in mining area includes two different levels, one is the value created by nature, that is, the economic value of underground water resources in mining area is born without any treatment; The second is that human beings create value, that is, people put in a certain amount of labor in underground water resources in mining areas, so that groundwater resources are rich in new values because of the condensation of human labor. This part of the value is called human creation value. Gejiu Tin Mine, as a famous local metal mine in Yunnan Province, will produce a large amount of underground water at random during the long period of mine production. Not making full use of precious groundwater resources, resulting in groundwater being polluted and wasted, so I decided to make an economic evaluation of the groundwater produced by mining, and called for the attention to be paid to the utilization of underground water in the mining area. I have visited the pit of the mining area many times. By interviewing the surrounding enterprises and residents, and on the basis of reading a large number of documents, the paper establishes the economic evaluation of underground water resources in mining areas as the research goal, and defines the scope of the concept of economic evaluation of underground water resources in mining areas. The paper puts forward the value of underground water resources in Gejiu Gaosong ore field and the problems existing in its utilization and management, and applies economic theory, utility value theory, ecological value theory, environmental value theory, etc. Based on the combination of theory and practice, the evaluation system of groundwater quantity, water quality and water resources utilization management in Gejiu Gaosong Orefield is constructed. The selection of evaluation methods and the implementation of value evaluation. In view of the current mine situation, the paper provides countermeasures and suggestions for the future utilization and management of underground water in mining areas. The main research conclusions of this paper are as follows: 1) Evaluation of water resources, The concept of economic evaluation of underground water resources is extended out of the concept of economic evaluation of underground water resources in mining areas, and the boundary of economic evaluation of underground water resources in mining areas is defined. Through field investigation in mines, visits to surrounding factories and interviews with residents around Gaosong ore fields, It is concluded that there is a great potential market for underground water resources in mining areas. Not only enterprises but also residents are willing to pay a certain cost to enjoy the pure underground water resources in mining areas.) by analyzing the economic value composition system of water resources, we can make use of the availability of data. The accuracy of the estimation is based on the benefit coefficient allocation method, the market value method, and the environmental value theory, respectively. The economic evaluation of groundwater resources value in mining area is carried out from the three aspects of residents' living and ecological environment, and the economic evaluation of water quality value of underground water resources in mining area is carried out by using the method of restoration cost. Using the management status quo to start analysis, In view of the future development blueprint of the mining area, the corresponding countermeasures and suggestions for the utilization and management of underground water resources in the mining area are put forward.
