【摘要】：近年來,我國在城市群、大城市和中小城鎮(zhèn)等不同層面組織開展了大量的城市地質(zhì)調(diào)查,在城市地質(zhì)資源、地質(zhì)環(huán)境、發(fā)展空間的調(diào)查評價,以及地質(zhì)信息服務(wù)城市管理制度建設(shè)等方面取得了豐富成果,在調(diào)查技術(shù)方法、成果產(chǎn)品服務(wù)、工作協(xié)調(diào)機制等方面積累了一些經(jīng)驗,但和新型城鎮(zhèn)化的需求相比,還存在著工作理念較落后、地質(zhì)信息更新慢,成果體系沒標(biāo)準(zhǔn)、工作機制不完善等諸多不足。國家新型城鎮(zhèn)化發(fā)展戰(zhàn)略提出了全新的城市發(fā)展理念,在優(yōu)化城市結(jié)構(gòu)布局、拓展城市發(fā)展空間、推進綠色城市建設(shè)、提高城市安全保障水平等方面,對城市地質(zhì)調(diào)查提出了迫切需求。新時期應(yīng)該以全新的思路開展城市地質(zhì)調(diào)查,要樹立大資源、大環(huán)境、大數(shù)據(jù)理念,服務(wù)城市規(guī)劃、建設(shè)、運行、管理等多個層面,開展空間、資源、環(huán)境、災(zāi)害等多要素綜合調(diào)查,打造地下三維可視化的城市地質(zhì)模型(透明城市),完善空天地一體化的地質(zhì)資源環(huán)境監(jiān)測網(wǎng)絡(luò),建立開放共享、動態(tài)更新的城市地質(zhì)信息服務(wù)與決策支持系統(tǒng),構(gòu)建城市地質(zhì)調(diào)查成果服務(wù)產(chǎn)品體系、技術(shù)標(biāo)準(zhǔn)體系和保障制度體系。為實現(xiàn)這個目標(biāo),需要建立城市資源環(huán)境承載能力、城市多圈層交互帶、地下空間資源協(xié)同規(guī)劃等理論,開展城市地質(zhì)探測與監(jiān)測、國土空間開發(fā)地質(zhì)適宜性評價、地下空間開發(fā)利用地質(zhì)安全評價、三維城市地質(zhì)建模與公共服務(wù)等技術(shù)攻關(guān)。
[Abstract]:In recent years, China has carried out a large number of urban geological surveys at different levels, such as urban agglomeration, big cities and small and medium-sized towns, and has carried out investigation and evaluation of urban geological resources, geological environment and development space. As well as geological information service urban management system construction and other aspects have made rich achievements in the investigation of technical methods, product services, work coordination mechanism accumulated some experience. However, compared with the demand of new urbanization, there are still some backward working concepts, slow updating of geological information and no standard achievement system. The national new urbanization development strategy put forward a new concept of urban development, in optimizing the layout of urban structure, expand the space for urban development, promote the construction of green cities. In order to improve the level of urban safety and security, an urgent need is put forward for urban geological survey. In the new period, urban geological survey should be carried out with a new way of thinking, and the concept of large resources, environment and big data should be set up. Service city planning, construction, operation, management and other levels, carry out space, resources, environment, disasters and other factors of comprehensive investigation, to create a three-dimensional underground visualization of urban geological model (transparent city). Improve the integrated monitoring network of geological resources and environment, establish an open and shared, dynamic update of urban geological information services and decision-making support system, and build a service system of urban geological survey products. In order to achieve this goal, it is necessary to establish the theory of carrying capacity of urban resources and environment, multi-layer interaction zone of city, collaborative planning of underground space resources and so on. The key technologies such as urban geological exploration and monitoring, geological suitability evaluation of land and space development, geological safety evaluation of underground space development and utilization, 3D urban geological modeling and public service are carried out.
