【摘要】：安全評價是安全生產(chǎn)管理的重要手段,不僅能夠?qū)ιa(chǎn)項目的安全性做出評價,還對預(yù)防事故災(zāi)害、財產(chǎn)損失、人身傷害的發(fā)生提出有效的建議。特別是對生產(chǎn)項目開始建設(shè)前進行安全預(yù)評價,可以提高工程安全設(shè)計質(zhì)量的同時,還可以增加投產(chǎn)后的安全可靠程度。尾礦庫作為重大危險源,安全評價是監(jiān)控尾礦庫安全指標的重要手段之一。按照國家法律法規(guī)的要求,對新建尾礦庫進行安全預(yù)評價是取得安全生產(chǎn)許可證的前置條件,新建尾礦庫的安全預(yù)評價可以提高建設(shè)項目的本質(zhì)安全度,為投產(chǎn)后提供可靠的安全管理保障。本文選擇A公司(固陽通江物資礦冶有限公司)選礦廠新建尾礦庫作安全預(yù)評價項目研究,在該項目安全預(yù)評價研究過程中,首先對尾礦庫所處的自然安全條件、危險有害因素、事故發(fā)生條件等進行了分析評價；其次對該尾礦庫進行行了評價單元的劃分和安全預(yù)評價方法的選擇,并針對劃分好的評價單元做出定性、定量的安全性評價。項目研究最后,結(jié)合劃分單元的評價結(jié)果,針對該尾礦庫項目的立項、規(guī)劃設(shè)計等方面給出定性的安全評價結(jié)論；針對項目的自然安全條件、施工過程中的危險因素、項目建成后的安全生產(chǎn)隱患等提出有效、可行、科學(xué)的安全對策措施和建議。
[Abstract]:Safety evaluation is an important means of safety management, not only to evaluate the safety of production projects, but also to prevent accidents and property losses. The occurrence of personal injury puts forward effective suggestions, especially the pre-evaluation of safety before the construction of production projects, which can improve the quality of engineering safety design at the same time. As a major hazard source, safety evaluation is one of the important means to monitor the safety index of tailings reservoir, according to the requirements of national laws and regulations. The safety pre-evaluation of the new tailings reservoir is the precondition for obtaining the safety production license. The safety pre-evaluation of the new tailings reservoir can improve the essential safety degree of the construction project. In order to provide reliable safety management guarantee after putting into production, this paper selects A Company (Tongjiang material Mining and Metallurgical Co., Ltd) as the safety pre-evaluation project. In the process of safety pre-evaluation of the project, the natural safety conditions, dangerous and harmful factors and accident occurrence conditions of tailings reservoir are analyzed and evaluated. Secondly, the tailing reservoir was divided into evaluation units and safety pre-evaluation methods, and qualitative and quantitative safety evaluation was made for the divided evaluation units. Finally, the project was studied. Combined with the evaluation results of the division unit, the qualitative safety evaluation conclusions are given in view of the project establishment, planning and design of the tailings reservoir. In view of the natural safety conditions of the project, the dangerous factors in the construction process and the hidden dangers of the safety production after the completion of the project, the effective, feasible and scientific safety countermeasures and suggestions are put forward.
