【摘要】：基于云南地區(qū)烈度衰減模型、人員傷亡、經(jīng)濟(jì)損失、次生災(zāi)害等評(píng)估模型,在云南魯?shù)?.5級(jí)地震發(fā)生后30 min內(nèi),云南地震災(zāi)害應(yīng)急指揮中心啟動(dòng)云南地震應(yīng)急快速評(píng)估系統(tǒng)快速產(chǎn)出地震災(zāi)害損失預(yù)評(píng)估結(jié)果,震后4 h內(nèi),根據(jù)獲取的災(zāi)情信息,綜合考慮地震震級(jí)、發(fā)震時(shí)間、震區(qū)人口密度、房屋抗震性能、自然地理環(huán)境、地質(zhì)構(gòu)造條件、歷史地震震害特征等因素,結(jié)合專家經(jīng)驗(yàn),對(duì)預(yù)評(píng)估結(jié)果進(jìn)行了修正并上報(bào)各級(jí)部門,為魯?shù)榈卣饝?yīng)急指揮決策、災(zāi)害損失評(píng)估、政府指導(dǎo)抗震救災(zāi)工作提供了基礎(chǔ)信息服務(wù)。
[Abstract]:Based on the evaluation models of intensity attenuation, casualties, economic losses and secondary disasters in Yunnan area, within 30 min after the M6.5 earthquake in Ludian, Yunnan Province. Yunnan Seismic disaster Emergency Command Center started the Yunnan Seismic Emergency Rapid Assessment system to produce the pre-evaluation results of earthquake disaster loss. Within 4 hours after the earthquake, the magnitude of the earthquake was considered synthetically according to the obtained disaster information. The factors of earthquake occurrence time, population density in earthquake area, seismic performance of buildings, natural geographical environment, geological structural conditions, characteristics of historical earthquake damage and so on are combined with the experience of experts. The results of pre-evaluation were revised and reported to all levels of departments, which provided basic information services for the decision-making of earthquake emergency command in Ludian, the assessment of disaster losses, and the guidance of the government for earthquake relief work.
