基于關(guān)鍵鏈的輸變電工程進(jìn)度控制及優(yōu)化研究

【摘要】:作為關(guān)系首都北京政治穩(wěn)定、能源安全和經(jīng)濟(jì)命脈的國(guó)有重要骨干企業(yè),國(guó)網(wǎng)北京市電力公司對(duì)于優(yōu)化電網(wǎng)網(wǎng)架結(jié)構(gòu)、提升供電能力、建設(shè)清潔能源配套設(shè)施等方面的投入也在持續(xù)增加,輸變電工程是最重要的投資方向。而進(jìn)度控制及優(yōu)化則是輸變電工程項(xiàng)目管理的重點(diǎn),也是影響輸變電工程項(xiàng)目成敗的主要因素之一。國(guó)網(wǎng)北京市電力公司的部分屬地供電公司對(duì)輸變電工程項(xiàng)目的進(jìn)度管理水平亟待提高。110kV檀營(yíng)輸變電工程由國(guó)網(wǎng)北京密云供電公司組織實(shí)施,是密云電網(wǎng)2015年的重要核心工程,項(xiàng)目的進(jìn)度管理存在問(wèn)題。而在輸變電工程項(xiàng)目進(jìn)度管理之中,引入了關(guān)鍵鏈技術(shù)來(lái)對(duì)整個(gè)項(xiàng)目的進(jìn)度進(jìn)行控制優(yōu)化,能夠在一定程度上解決目前輸變電工程項(xiàng)目進(jìn)度管理中存在的一些問(wèn)題,比如說(shuō)安全時(shí)間丟失、資源消耗過(guò)多等等。本文采用文獻(xiàn)資料法、案例分析法、歸納分析法等研究方法,在對(duì)工程項(xiàng)目進(jìn)度管理相關(guān)理論進(jìn)行闡述的基礎(chǔ)上,結(jié)合輸變電工程項(xiàng)目進(jìn)度管理的實(shí)際情況,對(duì)輸變電工程項(xiàng)目的特點(diǎn)及其進(jìn)度控制的主要方法進(jìn)行了梳理。同時(shí)本文以110kV檀營(yíng)輸變電工程項(xiàng)目為案例,對(duì)輸變電工程項(xiàng)目進(jìn)度管理的現(xiàn)狀以及存在的主要問(wèn)題、問(wèn)題產(chǎn)生的原因進(jìn)行了分析。并以關(guān)鍵鏈理論為基礎(chǔ),提出了110kV檀營(yíng)輸變電工程項(xiàng)目進(jìn)度控制以及優(yōu)化的思路,制定了優(yōu)化方案。本文的主要?jiǎng)?chuàng)新點(diǎn)是在梳理工程項(xiàng)目的邏輯關(guān)系的基礎(chǔ)上,通過(guò)關(guān)鍵鏈技術(shù)的引進(jìn)來(lái)進(jìn)行進(jìn)度控制優(yōu)化,提出進(jìn)度控制以及優(yōu)化的具體措施,提出較為可行的輸變電工程項(xiàng)目進(jìn)度管理方法,最終通過(guò)項(xiàng)目進(jìn)度的優(yōu)化來(lái)提高整個(gè)項(xiàng)目的管理績(jī)效。
[Abstract]:As an important key state-owned enterprise that has a bearing on the political stability, energy security and economic lifeline of the capital, the Beijing Electric Power Company of China Power Network has optimized the grid structure and enhanced the power supply capacity. Construction of clean energy facilities and other aspects of investment is also increasing, transmission and transformation projects are the most important investment direction. Schedule control and optimization is the focus of power transmission and transformation project management, and it is also one of the main factors that affect the success or failure of power transmission and transformation projects. The progress management level of some dependent power supply companies of Beijing Electric Power Company needs to be improved urgently. 110 kV Honolan Power Transmission and Transformation Project is organized and implemented by Beijing Miyun Power supply Company of State Power Network, which is an important core project of Miyun Power Grid in 2015. There are problems in the progress management of the project. In the project schedule management of power transmission and transformation projects, the critical chain technology is introduced to control and optimize the whole project schedule, which can solve some problems existing in the current project schedule management of power transmission and transformation projects to a certain extent. For example, loss of security time, excessive consumption of resources and so on. This paper adopts the methods of literature, case analysis, inductive analysis and so on, on the basis of expounding the related theories of project schedule management, and combining with the actual situation of project schedule management of power transmission and transformation projects, The characteristics of power transmission and transformation projects and the main methods of schedule control are combed. At the same time, this paper takes the 110kV Honolan power transmission and transformation project as an example, analyzes the present situation of the progress management of the power transmission and transformation project, the existing main problems, and the causes of the problems. On the basis of critical chain theory, the idea of schedule control and optimization of 110kV Honolan power transmission and transformer project is put forward, and the optimization scheme is worked out. The main innovation of this paper is that on the basis of combing the logical relationship of the engineering project, through the introduction of critical chain technology, the progress control optimization is carried out, and the concrete measures of progress control and optimization are put forward. This paper puts forward a feasible project schedule management method of power transmission and transformation project, and finally improves the management performance of the whole project by optimizing the project schedule.
