【摘要】：電力產(chǎn)業(yè)是國(guó)民經(jīng)濟(jì)的基礎(chǔ)性產(chǎn)業(yè)。長(zhǎng)期以來(lái),我國(guó)對(duì)電力行業(yè)一直采取國(guó)家壟斷經(jīng)營(yíng)的模式。隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展,這種模式越來(lái)越暴露出種種弊端。為適應(yīng)經(jīng)濟(jì)的發(fā)展,近幾年來(lái),我國(guó)開(kāi)始嘗試并推進(jìn)了電力體制改革。電價(jià)作為電力市場(chǎng)的支點(diǎn),在電力市場(chǎng)中對(duì)促進(jìn)市場(chǎng)競(jìng)爭(zhēng)、提高電力系統(tǒng)運(yùn)行效率和實(shí)現(xiàn)資源優(yōu)化配置起著十分重要的作用。因此,電價(jià)形成機(jī)制的研究對(duì)完善我國(guó)電力價(jià)格定價(jià)理論有著重要的理論意義；此外還有利于理順電價(jià)關(guān)系,推進(jìn)我國(guó)電價(jià)體制改革、優(yōu)化資源配置、促進(jìn)我國(guó)電力工業(yè)同社會(huì)、經(jīng)濟(jì)、資源的協(xié)調(diào)發(fā)展。本文從對(duì)電價(jià)及其形成機(jī)制的介紹入手,并運(yùn)用經(jīng)濟(jì)學(xué)原理論證了電價(jià)市場(chǎng)化改革的必要性,接著借鑒國(guó)外電價(jià)形成機(jī)制的先進(jìn)經(jīng)驗(yàn),在我國(guó)電價(jià)形成機(jī)制改革歷程的基礎(chǔ)上,分析存在的問(wèn)題,并提出了我國(guó)電價(jià)形成機(jī)制改革的建議。本文的主要結(jié)論：1.上網(wǎng)電價(jià)要從政府定價(jià)向全面市場(chǎng)定價(jià)過(guò)渡,全面引入競(jìng)爭(zhēng)機(jī)制,由供需雙方競(jìng)爭(zhēng)形成價(jià)格。2.電價(jià)體系中要有獨(dú)立的輸配電價(jià),輸配電價(jià)由政府獨(dú)立定價(jià),并進(jìn)行監(jiān)管。3.優(yōu)化銷(xiāo)售電價(jià)結(jié)構(gòu),建立與上網(wǎng)電價(jià)的聯(lián)動(dòng)機(jī)制,使銷(xiāo)售電價(jià)能夠基本反映供電成本。4.電價(jià)設(shè)計(jì)機(jī)制要反映資源的稀缺性。5.電價(jià)制定要強(qiáng)化環(huán)保政策的約束。
[Abstract]:Electric power industry is the basic industry of national economy. For a long time, our country has been taking the mode of state monopoly to the electric power industry. Along with the development of market economy, this kind of pattern more and more exposed a variety of malpractices. In order to adapt to the development of economy, China has tried and promoted the reform of electric power system in recent years. As the fulcrum of electricity market, electricity price plays an important role in promoting market competition, improving the efficiency of power system operation and realizing the optimal allocation of resources. Therefore, the study of the formation mechanism of electricity price has important theoretical significance to improve the pricing theory of electricity price in China. In addition, it is helpful to straighten out the relationship between electricity price and electricity price, promote the reform of electricity price system in China, optimize the allocation of resources, and promote the harmonious development of our power industry with society, economy and resources. This paper begins with the introduction of electricity price and its formation mechanism, and proves the necessity of the reform of electricity price marketization by using economic principles, and then draws lessons from the advanced experience of foreign electricity price formation mechanism, on the basis of the reform course of electricity price formation mechanism in our country. This paper analyzes the existing problems and puts forward some suggestions for the reform of the formation mechanism of electricity price in China. The main conclusions of this paper are as follows: 1. Internet electricity price should transition from the government pricing to the overall market pricing, the overall introduction of competition mechanism, by the competition between supply and demand to form the price of 2. 2. Electricity price system should have independent transmission and distribution price, transmission and distribution price by the government independent pricing, and regulation. 3. The structure of electricity price is optimized and the linkage mechanism between electricity price and internet price is established so that the price of electricity can basically reflect the cost of electricity supply. 4. Electricity price design mechanism to reflect the scarcity of resources. 5. Electricity prices should be set to strengthen environmental policy constraints.
