國網(wǎng)河北省電力公司基建監(jiān)理電子招投標管理研究

【摘要】：國網(wǎng)河北省電力公司是隸屬國家電網(wǎng)公司的國有大型骨干企業(yè)。自國網(wǎng)電子商務(wù)平臺運行以來,國網(wǎng)河北省電力公司電子招投標系統(tǒng)以集中規(guī)模招標和重大工程物資供應(yīng)為兩大核心業(yè)務(wù)開展工作。以集中采購、物資供應(yīng)和質(zhì)量監(jiān)督三個平臺為支撐,進行物資集約化管理的協(xié)同商務(wù)、物資調(diào)配、標準管理和信息咨詢,為國家電網(wǎng)公司全面深化“兩個轉(zhuǎn)變”、加快創(chuàng)建“兩個一流”作出積極貢獻。工程監(jiān)理制度自上個世紀80年代引入我國以來,經(jīng)過30多年來的不斷完善和發(fā)展,已經(jīng)建立了一套較為完整的工程監(jiān)理法律法規(guī)體系,并在維護招標企業(yè)利益、保證工程質(zhì)量、規(guī)范工程項目的管理、提高資金等各項資源的利用效率、防止項目承包方的違法行為等方面起到了積極的作用。在“互聯(lián)網(wǎng)+”的環(huán)境下,基建監(jiān)理招投標與電子商務(wù)的結(jié)合,在簡化傳統(tǒng)繁瑣的招投標程序的同時,也提高了效率和招投標的質(zhì)量,更符合新常態(tài)下的國網(wǎng)公司電子招標的市場定位。本文以基建監(jiān)理電子招投標管理系統(tǒng)為研究對象,通過進行相關(guān)文獻搜集和閱讀,對電子商務(wù)、電子招投標、傳統(tǒng)招投標、基建監(jiān)理及其招標評標的相關(guān)理論和現(xiàn)狀進行總結(jié);在對電子招投標系統(tǒng)應(yīng)用分析基礎(chǔ)上,詳細闡述河北省電力公司電子商務(wù)平臺和電子招投標系統(tǒng)的構(gòu)架設(shè)計和應(yīng)用流程,并且以河北省電力公司基建監(jiān)理電子招投標項目的實際應(yīng)用為案例,全面分析該項目的業(yè)務(wù)流程、系統(tǒng)操作和全過程管理分析,并根據(jù)相關(guān)的文獻研究和案例分析得出國網(wǎng)河北省電力公司電子招投標系統(tǒng)的應(yīng)用成效以及電子招投標管理優(yōu)化的建議、措施。
[Abstract]:Hebei Power Company is a large-scale state-owned backbone enterprise under the State Grid Company. Since the operation of the electronic commerce platform of China Network, the electronic bidding system of Hebei Electric Power Company of China Power Company has carried out two core business: centralized scale bidding and material supply of major projects. Supported by the three platforms of centralized procurement, material supply and quality supervision, the cooperative commerce, material allocation, standard management and information consultation of intensive material management are carried out to deepen the "two transformations" for the State Grid Company in an all-round way. Speed up the establishment of "two first-class" to make positive contributions. Since the engineering supervision system was introduced into China in the 1980s, after more than 30 years of continuous improvement and development, a relatively complete system of laws and regulations for engineering supervision has been established, and the interests of the bidding enterprises are maintained and the quality of the project is guaranteed. Standardizing the management of engineering projects, improving the utilization efficiency of funds and other resources, and preventing the illegal activities of project contractors have played a positive role. Under the environment of "Internet", the combination of construction supervision bidding and electronic commerce not only simplifies the traditional complicated bidding procedure, but also improves the efficiency and the quality of bidding. More in line with the new normal under the national network companies electronic bidding market positioning. This paper takes the construction supervision electronic bidding management system as the research object, through carries on the correlation literature collection and the reading, carries on the summary to the electronic commerce, the electronic bidding, the traditional bidding, the capital construction supervision and its bidding evaluation related theory and the present situation; Based on the analysis of the application of the electronic bidding system, the framework design and application flow of the electronic commerce platform and the electronic bidding system of Hebei Electric Power Company are described in detail. And taking the actual application of the construction supervision electronic bidding project of Hebei Electric Power Company as a case, the business process, system operation and the whole process management analysis of the project are comprehensively analyzed. According to the relevant literature research and case analysis, the paper draws the results of the application of the electronic bidding system of Hebei Electric Power Company, as well as the suggestions and measures to optimize the management of electronic bidding and bidding.
