【摘要】：供電企業(yè)配電網(wǎng)建設(shè)受各種內(nèi)外部因素影響,現(xiàn)行的配電網(wǎng)建設(shè)管理面臨著嚴(yán)峻的形勢和挑戰(zhàn),管理基礎(chǔ)相對(duì)薄弱,管理手段和方法存在一定缺失,對(duì)供電企業(yè)依法治企和效益提升帶來了潛在影響和風(fēng)險(xiǎn)。本文首先研究精益化管理的概念原則、分析方法,以及項(xiàng)目管理和資產(chǎn)管理的理論;其次分析了地市供電企業(yè)配電網(wǎng)建設(shè)管理的現(xiàn)狀和存在問題,研究整理出當(dāng)前配電網(wǎng)建設(shè)管理中存在的“前期管理粗放”、“專業(yè)協(xié)調(diào)不暢”以及“末端管理滯緩”三方面主要問題;最后闡述了配電網(wǎng)建設(shè)精益化管理體系的整體方案,明確了體系的工作目標(biāo)及組織架構(gòu),并對(duì)配電網(wǎng)建設(shè)精益管理項(xiàng)目的選取、配電網(wǎng)建設(shè)精益管理項(xiàng)目的分析應(yīng)用和閉環(huán)管控、配電網(wǎng)建設(shè)精益管理項(xiàng)目的成效評(píng)價(jià)三個(gè)部分的方案設(shè)計(jì)及應(yīng)用實(shí)踐進(jìn)行了細(xì)致、詳盡的敘述。本文在S供電企業(yè)配電網(wǎng)建設(shè)精益化管理體系的案例研究中,首先研究建立了配電網(wǎng)建設(shè)精益管理項(xiàng)目清單,并通過基于信息多向索引的數(shù)據(jù)準(zhǔn)備和基于Tableau分析工具的信息固化,來實(shí)現(xiàn)精益管理分析應(yīng)用的自動(dòng)或輔助開展;最后通過建立基于層次分析法及柯西分布隸屬度函數(shù)的配電網(wǎng)建設(shè)精益管理項(xiàng)目成效評(píng)價(jià)體系,對(duì)S供電企業(yè)配電網(wǎng)建設(shè)精益管理項(xiàng)目的實(shí)施效果進(jìn)行了綜合評(píng)價(jià)。通過以上一系列行之有效的管理方法,既實(shí)現(xiàn)了S供電企業(yè)配電網(wǎng)建設(shè)管理精益化水平的顯著提升,也為地市供電企業(yè)配電網(wǎng)建設(shè)精益化管理提供了新的思路,具有重要的參考價(jià)值。
[Abstract]:Distribution network construction in power supply enterprises is affected by various internal and external factors. The current distribution network construction management is faced with severe situation and challenges, the management foundation is relatively weak, and the management means and methods are lacking. It has brought potential influence and risk to power supply enterprises to manage enterprises according to law and promote efficiency. This paper first studies the concept principle, analysis method, project management and asset management theory of lean management, and then analyzes the current situation and existing problems of distribution network construction management in local power supply enterprises. This paper studies and sorts out the three main problems existing in the current distribution network construction and management, such as "extensive pre-management", "poor professional coordination" and "slow end management", and finally expounds the overall scheme of lean management system for distribution network construction. The working objectives and organization structure of the system are defined, and the selection of lean management project in distribution network construction, the analysis and application of lean management project in distribution network construction and the closed loop control are also discussed. The scheme design and application practice of the three parts of the effectiveness evaluation of the lean management project of distribution network construction are described in detail. In the case study of the lean management system of distribution network construction in S power supply enterprise, the list of lean management items of distribution network construction is first studied in this paper. And through the data preparation based on multi-direction index and the information solidification based on Tableau analysis tool, the automatic or auxiliary development of lean management analysis application is realized. Finally, through the establishment of distribution network construction lean management project effectiveness evaluation system based on AHP and Cauchy distribution membership function, the implementation effect of S power supply enterprise distribution network construction lean management project is comprehensively evaluated. Through the above series of effective management methods, not only the lean level of distribution network construction management in S power supply enterprises is improved significantly, but also a new way of thinking is provided for the lean management of distribution network construction in local and municipal power supply enterprises. It has important reference value.
