泰州電網(wǎng)大面積停電風(fēng)險分析與應(yīng)急機(jī)制研究

【摘要】:電力系統(tǒng)安全是社會公共安全的核心之一。近年來,巴西、印度、美國、烏克蘭等國家以及國內(nèi)發(fā)生了多起電網(wǎng)大面積停電事件,造成了較為嚴(yán)重的社會影響。維護(hù)電網(wǎng)安全穩(wěn)定運(yùn)行日趨重要。合理分析和科學(xué)評價地區(qū)電網(wǎng)大面積停電的各類風(fēng)險,研究電網(wǎng)風(fēng)險管控措施,制定有效的應(yīng)急應(yīng)對機(jī)制,避免或減少大面積停電事故對社會造成的影響十分必要。本文以泰州地區(qū)電網(wǎng)為研究對象,通過分析國內(nèi)外典型大面積停電事件的發(fā)生原因與演化機(jī)理,結(jié)合泰州地區(qū)電網(wǎng)特點(diǎn),辨識出泰州地區(qū)電網(wǎng)內(nèi)、外部七類主要風(fēng)險源點(diǎn)。借鑒現(xiàn)有國內(nèi)外的相關(guān)研究成果,將風(fēng)險評估理論引入泰州地區(qū)電網(wǎng)大面積停電應(yīng)對工作中。建立科學(xué)合理的電網(wǎng)風(fēng)險分析評價指標(biāo)體系,運(yùn)用模糊層次分析方法來分析評價泰州地區(qū)大面積風(fēng)險指標(biāo),確定安全風(fēng)險程度、查找存在的細(xì)化風(fēng)險因素。并以此為基礎(chǔ)構(gòu)建政府主導(dǎo)的地區(qū)電網(wǎng)大面積停電應(yīng)急體系,歸納出大面積停電應(yīng)急處置不同階段的主要任務(wù),在應(yīng)急的技術(shù)支撐、應(yīng)急聯(lián)動等方面提出很好的建議,投入實際工作可以有效防范地區(qū)電網(wǎng)大面積停電的發(fā)生。
[Abstract]:Power system security is one of the core of social public safety. In recent years, Brazil, India, the United States, Ukraine and other countries as well as domestic power outages occurred in a large area, causing a relatively serious social impact. It is increasingly important to maintain the safe and stable operation of power grid. It is necessary to reasonably analyze and scientifically evaluate all kinds of risk of large area power outage in regional power grid, study the risk control measures of power grid, formulate effective emergency response mechanism, and avoid or reduce the social impact caused by large area blackout accident. This paper takes Taizhou area power network as the research object, through analyzing the cause and evolution mechanism of typical large-scale power outages at home and abroad, combined with the characteristics of Taizhou regional power network, identifies seven main risk sources in and outside Taizhou power network. Based on the existing domestic and international research results, the risk assessment theory is introduced into the large area blackout response of Taizhou power grid. A scientific and reasonable index system of power network risk analysis and evaluation is established. The fuzzy analytic hierarchy process is used to analyze and evaluate the large area risk index in Taizhou area, to determine the degree of safety risk and to find out the existing detailed risk factors. On the basis of this, we construct a large area blackout emergency system led by the government, sum up the main tasks of different stages of emergency disposal of large area power outages, and put forward some good suggestions in terms of emergency technical support, emergency linkage and so on. Putting in practical work can effectively prevent the occurrence of large area power outages in regional power grid.
