基于城鄉(xiāng)規(guī)劃的青島配電網(wǎng)規(guī)劃方法分析

【摘要】:近年來,我國城鄉(xiāng)經(jīng)濟(jì)快速發(fā)展,城市化進(jìn)程進(jìn)一步加快,用電負(fù)荷增長迅猛。電力作為城市高速發(fā)展的重要能源保障,卻在規(guī)劃建設(shè)過程中面臨諸多外部影響因素,傳統(tǒng)的配電網(wǎng)規(guī)劃方法開始表現(xiàn)出一些不適應(yīng),因此,適時(shí)開展配電網(wǎng)規(guī)劃新方法的研究具有重要的理論意義和實(shí)際意義。本文以青島配電網(wǎng)規(guī)劃為例,配電網(wǎng)規(guī)劃新方法首先結(jié)合城鄉(xiāng)規(guī)劃對(duì)整個(gè)規(guī)劃范圍進(jìn)行功能定位劃分,明確功能區(qū)塊的發(fā)展方向和相應(yīng)的供電需求,并對(duì)城市未來發(fā)展的重點(diǎn)區(qū)域進(jìn)行詳細(xì)的空間負(fù)荷預(yù)測(cè),按照預(yù)測(cè)結(jié)果合理構(gòu)建供電網(wǎng)格的目標(biāo)網(wǎng)架,確保一個(gè)環(huán)網(wǎng)的線路來自不同的電源點(diǎn),合理控制網(wǎng)格內(nèi)每一段線路的負(fù)荷分布,均衡控制各段線路負(fù)載率,加強(qiáng)站間聯(lián)絡(luò)線路互供互帶能力。針對(duì)城市地下資源的緊張局勢(shì),以網(wǎng)格為單位進(jìn)行目標(biāo)網(wǎng)架規(guī)劃,在不迂回交叉供電的情況下,合理布局,盡量利用城市綜合管廊按照遠(yuǎn)景目標(biāo)網(wǎng)架建設(shè),既不影響市容市貌,又滿足了新增負(fù)荷就近接入的要求。規(guī)劃實(shí)施后高壓配網(wǎng)主變、線路均滿足N-1校驗(yàn),中壓配電線路控制負(fù)載率,所有線路能實(shí)現(xiàn)互供互帶,適當(dāng)選用先進(jìn)、可靠、節(jié)能的一次設(shè)備,分階段逐步實(shí)施配網(wǎng)自動(dòng)化。進(jìn)行指標(biāo)體系評(píng)估,確保規(guī)劃項(xiàng)目實(shí)施后達(dá)到預(yù)期規(guī)劃成效。通過網(wǎng)格化規(guī)劃,將現(xiàn)狀配電網(wǎng)存在的問題以“網(wǎng)”的理念進(jìn)行解決,通過制定近期規(guī)劃來指導(dǎo)電網(wǎng)的建設(shè),制定遠(yuǎn)景規(guī)劃來改變電網(wǎng)的現(xiàn)狀,充分利用現(xiàn)有資源,合理使用政府配套設(shè)施,留有遠(yuǎn)景負(fù)荷裕度,在節(jié)約成本的同時(shí)提高設(shè)備的使用效率,最終在滿足用電需求的前提下提高收益,從供電可靠率、電壓合格率、線損率等電網(wǎng)關(guān)鍵指標(biāo)衡量,配電網(wǎng)規(guī)劃實(shí)施后基本達(dá)到世界先進(jìn)水平。經(jīng)青島實(shí)踐證明,該方法具有廣闊的應(yīng)用前景。
[Abstract]:In recent years, China's urban and rural economy has developed rapidly, the urbanization process has been further accelerated, and the power load has increased rapidly. As an important energy guarantee for the rapid development of the city, electric power is facing many external factors in the process of planning and construction. The traditional distribution network planning methods are beginning to show some inadaptability, so, It is of great theoretical and practical significance to study the new method of distribution network planning. Taking the distribution network planning of Qingdao as an example, the new method of distribution network planning is combined with urban and rural planning to divide the whole planning scope, and to define the development direction of the functional blocks and the corresponding power supply requirements. Detailed spatial load forecasting is carried out on the key areas in the future development of the city. According to the forecast results, the target grid structure of the power supply grid is constructed reasonably to ensure that the circuit of a ring network comes from different power supply points. The load distribution of each section of the grid is controlled reasonably, the load ratio of each section of the transmission line is balanced, and the ability of mutual supply and interband of the communication lines between stations is strengthened. In view of the tense situation of urban underground resources, taking the grid as the unit to carry on the target network planning, without circuitous cross-supply, reasonable layout, as far as possible using the city comprehensive management corridor according to the long-term target grid construction, will not affect the appearance of the city. It also meets the requirement of new load access. After the implementation of the plan, the main transformer of high voltage distribution network, the line all meet the N-1 check, the medium voltage distribution line controls the load rate, all the lines can realize the mutual supply and each other, the proper selection of the advanced, reliable and energy saving primary equipment, the distribution network automation is carried out step by step. Evaluate the target system to ensure the expected planning effect after the implementation of the planning project. Through grid planning, the existing problems of distribution network are solved with the concept of "net", through making short-term planning to guide the construction of power grid, making long-term plan to change the current situation of power grid, making full use of existing resources. Reasonable use of government supporting facilities, leaving a prospective load margin, while saving costs while improving the efficiency of equipment, and ultimately in the premise of meeting the demand for electricity to improve revenue, from the reliability of power supply, voltage pass rate, The distribution network planning has reached the advanced level of the world after the implementation of the distribution network planning, as measured by the key indicators such as line loss rate. The practice in Qingdao shows that this method has a broad application prospect.
