蘇南現(xiàn)代化電網評價指標體系的研究及應用

【摘要】:電網是電力系統(tǒng)的重要組成部分,直接面向電力用戶,是承上啟下的關鍵環(huán)節(jié),是改善民生的重要基礎設施。近年來國網每年要求對各地市電網進行滾動規(guī)劃修編工作,且從相關方法論高度重新認識電網,量化評價電網規(guī)劃方案的優(yōu)劣。由于傳統(tǒng)規(guī)劃普遍缺少對規(guī)劃后的電網進行系統(tǒng)的評價,為此,迫切需要研究評價現(xiàn)有電網的關鍵指標與支撐性指標以及之間的量化關系,科學合理的制定電網規(guī)劃評價方法。本文通過研究當前影響江蘇電網正常穩(wěn)定運行的關鍵性因素以及相關支撐性因素,從安全性、可靠性、經濟性、優(yōu)質性、智能性等五個方面展開深入的研究和分析,根據分析結果選擇合適的指標,建立了一套可以對配電網電力專業(yè)現(xiàn)狀或未來規(guī)劃進行合理評估的指標體系。接下來按照模糊綜合評價法的分析步驟,并結合德爾菲法(專家法)和層次分析法等分析方法,對整個指標體系進行深入梳理,通過對指標重要性進行分級和權重的設定,最終得到一套完整、可量化的電網診斷分析的評價標準,用于指導規(guī)劃工作。最后,根據研究分析的成果結論,選取南京電網模型作為規(guī)劃案例進行實例論證,通過與北京、上海等先進城市進行橫向比較,尋找差距,并對規(guī)劃項目實施之后的電網進行評估分析,進一步說明和驗證研究成果的科學合理性和可行性。根據驗證結果,至2030年,南京電網的評分將由81.08提高到97.71分,滿足預期目標,將全面建成蘇南現(xiàn)代化電網。
[Abstract]:Power grid is an important part of power system, which is directly oriented to power users, is the key link between the preceding and the following, and is an important infrastructure to improve people's livelihood. In recent years, the national network needs to carry on the rolling planning and compilation work to each city power network every year, and reconsiders the grid from the related methodology height, quantificationally evaluates the power network plan superiority and inferiority. Due to the general lack of systematic evaluation of the planned power network in traditional planning, it is urgent to study the quantitative relationship between the key indicators and the supporting indexes of the existing power network and to formulate a scientific and reasonable evaluation method for the power network planning. By studying the key factors and related supporting factors that affect the normal and stable operation of Jiangsu power grid at present, this paper carries out in-depth research and analysis from five aspects: safety, reliability, economy, quality, intelligence, etc. According to the analysis results, a set of index system is established which can be used to evaluate the current situation or future planning of power distribution network. Then, according to the analysis steps of fuzzy comprehensive evaluation method, combined with Delphi method (expert method) and Analytic hierarchy process (AHP), the whole index system is thoroughly combed out, and the importance of the index is classified and the weight is set. Finally, a set of complete and quantifiable evaluation criteria for power network diagnosis and analysis are obtained, which can be used to guide the planning work. Finally, according to the results of the research and analysis, the Nanjing power grid model is selected as a planning case for demonstration, through horizontal comparison with Beijing, Shanghai and other advanced cities, to find the gap. The evaluation and analysis of the power grid after the implementation of the planning project are carried out to further explain and verify the scientific rationality and feasibility of the research results. According to the verification results, by 2030, the score of Nanjing Power Grid will be raised from 81.08 to 97.71, which will meet the expected goal and build the modern power grid in southern Jiangsu.
