【摘要】:隨著智能電網(wǎng)建設(shè)進(jìn)入全面開(kāi)展階段,投資力度不斷加大,電力企業(yè)投資與效益越來(lái)越面臨巨大壓力。如何對(duì)當(dāng)前智能配電網(wǎng)投資水平作出整體性的判斷,衡量智能配電網(wǎng)建設(shè)經(jīng)濟(jì)效益、社會(huì)效益,提升配電網(wǎng)建設(shè)項(xiàng)目投資效益,指導(dǎo)未來(lái)智能配電網(wǎng)建設(shè)方向,成為電力企業(yè)亟待研究的問(wèn)題。本次課題通過(guò)分析影響智能配電網(wǎng)的特征、關(guān)鍵技術(shù),以及影響智能配電網(wǎng)的各類因素,從技術(shù)性、經(jīng)濟(jì)性、社會(huì)性三個(gè)維度,建立一種較為全面的綜合性評(píng)估指標(biāo)體系,并通過(guò)各類評(píng)價(jià)方法的研究,構(gòu)建評(píng)價(jià)模型,以量化評(píng)分的形式,對(duì)寧波市海曙區(qū)和江東區(qū)2010年至2014年智能配電網(wǎng)投資建設(shè)成效作出整體性的評(píng)價(jià)。技術(shù)性評(píng)價(jià)結(jié)果表明,海曙區(qū)和江東區(qū)配電網(wǎng)發(fā)展已具有較高的自動(dòng)化和互動(dòng)性,適應(yīng)了社會(huì)經(jīng)濟(jì)的發(fā)展,其后續(xù)自動(dòng)化水平可進(jìn)一步提高;經(jīng)濟(jì)性評(píng)價(jià)結(jié)果表明,海曙區(qū)和江東區(qū)配電網(wǎng)建設(shè)經(jīng)濟(jì)性整體呈現(xiàn)改善趨勢(shì),但投資帶來(lái)的直接經(jīng)濟(jì)性已越來(lái)越不明顯,運(yùn)行的經(jīng)濟(jì)性、電能質(zhì)量、可靠性帶來(lái)的效益比較可觀;社會(huì)性評(píng)價(jià)表明其社會(huì)效益潛力較為顯著。
[Abstract]:With the development of smart grid construction and the increasing of investment, the investment and benefit of electric power enterprises are facing more and more great pressure. How to judge the investment level of smart distribution network, measure the economic and social benefits of intelligent distribution network construction, improve the investment benefit of distribution network construction project, and guide the direction of intelligent distribution network construction in the future. It has become an urgent problem for electric power enterprises to study. Based on the analysis of the characteristics, key technologies and various factors affecting the smart distribution network, a comprehensive evaluation index system is established from the three dimensions of technology, economy and sociality. Through the research of all kinds of evaluation methods, an evaluation model is constructed to evaluate the overall effect of investment construction of smart distribution network from 2010 to 2014 in Haishu District of Ningbo City and Jiangdong District in the form of quantitative scoring. The technical evaluation results show that the development of distribution network in Haishu District and Jiangdong District has higher automation and interactivity, which adapts to the development of social economy, and its subsequent automation level can be further improved. Haishu district and Jiangdong district distribution network construction economy overall presents the improvement trend, but the direct economy brought by the investment has become more and more obvious, the operation economy, the electric energy quality, the reliability brings the benefit quite considerable; Social evaluation shows that its social potential is significant.
