【摘要】:進(jìn)入21世紀(jì)以來(lái),我國(guó)火力發(fā)電廠的煙氣脫硫裝置的建設(shè)、改造發(fā)展態(tài)勢(shì)迅猛,但也存在一些問(wèn)題,諸如部分機(jī)組脫硫裝置的設(shè)計(jì)缺陷、施工企業(yè)的規(guī)范意識(shí)不強(qiáng)、技術(shù)水平不夠、管理經(jīng)驗(yàn)不足,導(dǎo)致脫硫設(shè)施運(yùn)行不穩(wěn)定、可靠性差,脫硫效率達(dá)不到要求的現(xiàn)象還比較突出。因?yàn)槊摿蝽?xiàng)目在施工工藝上的特殊性、工藝流程的復(fù)雜性、參建方較多的特點(diǎn),完成的項(xiàng)目頻頻出現(xiàn)質(zhì)量問(wèn)題,達(dá)不到凈化煙氣的效果。因此,脫硫改造工程項(xiàng)目的質(zhì)量管理勢(shì)在必行,這就需要對(duì)脫硫改造工程質(zhì)量進(jìn)行有效的綜合評(píng)價(jià),對(duì)它的質(zhì)量管理情況做出合理的分析,發(fā)現(xiàn)其中的薄弱環(huán)節(jié),并且提出針對(duì)性的改進(jìn)措施,讓脫硫改造工程的質(zhì)量管理水平不斷提高,實(shí)現(xiàn)脫硫改造工程項(xiàng)目質(zhì)量問(wèn)題的有效控制,為類(lèi)似項(xiàng)目質(zhì)量管理提供理論支持。論文首先介紹了本課題的研究背景及意義,在全面了解了國(guó)外和國(guó)內(nèi)在質(zhì)量管理方面所做的研究的基礎(chǔ)上,系統(tǒng)闡述了質(zhì)量和質(zhì)量管理等相關(guān)概念,并且闡述了脫硫工程改造質(zhì)量管理的相關(guān)理論及方法。其次對(duì)陡河發(fā)電廠脫硫改造工程項(xiàng)目的基本情況進(jìn)行了介紹,詳細(xì)分析了該工程項(xiàng)目實(shí)施過(guò)程中建立的質(zhì)量管理體系,并在此基礎(chǔ)上,從橫向、縱向兩個(gè)角度分別構(gòu)建了評(píng)價(jià)指標(biāo)體系。然后,結(jié)合兩大指標(biāo)體系,將層次分析法(AHP)和模糊評(píng)價(jià)法結(jié)合,創(chuàng)建評(píng)價(jià)模型;并以陡河發(fā)電廠脫硫改造工程為實(shí)例,對(duì)其質(zhì)量管理進(jìn)行了綜合評(píng)價(jià),驗(yàn)證了模型的符合性與可行性。最后,對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析和比對(duì),指明了該工程質(zhì)量管理的薄弱環(huán)節(jié),提出了有針對(duì)性的改進(jìn)措施,為類(lèi)似的工程項(xiàng)目質(zhì)量管理評(píng)價(jià)指明方向,提供了參考依據(jù)。
[Abstract]:Since the beginning of the 21st century, the construction of flue gas desulfurization units in thermal power plants in China has developed rapidly, but there are still some problems, such as the defects in the design of the desulfurization units of some units, and the lack of a strong sense of specification in construction enterprises. Insufficient technical level and insufficient management experience lead to unstable operation of desulfurization facilities, poor reliability and insufficient desulfurization efficiency. Because of the particularity of the construction process, the complexity of the technological process and the more characteristics of the participating parties, the quality problems frequently appear in the completed projects, which can not achieve the effect of purifying the flue gas. Therefore, the quality management of desulphurization and transformation project is imperative. It is necessary to make an effective comprehensive evaluation on the quality of desulphurization and transformation project, to make a reasonable analysis of its quality management, and to find out the weak links in it. The paper also puts forward the corresponding improvement measures to improve the quality management level of desulphurization and transformation project, to realize the effective control of the quality problem of the desulfurization and transformation project, and to provide theoretical support for the quality management of similar projects. Firstly, this paper introduces the research background and significance of this topic. On the basis of a comprehensive understanding of the research on quality management both at home and abroad, this paper systematically expounds the related concepts of quality and quality management. The related theories and methods of quality management of desulfurization project are expounded. Secondly, the basic situation of desulphurization and transformation project in Douhe Power Plant is introduced, and the quality management system established during the implementation of the project is analyzed in detail. The evaluation index system is constructed from two vertical angles. Then, combining the two index systems, the analytic hierarchy process (AHP) and the fuzzy evaluation method are combined to establish the evaluation model, and the comprehensive evaluation of its quality management is carried out by taking the desulphurization and retrofitting project of Douhe Power Plant as an example. The conformance and feasibility of the model are verified. Finally, the evaluation results are analyzed and compared, the weak links of the project quality management are pointed out, and the corresponding improvement measures are put forward, which provide a reference basis for the similar project quality management evaluation.
