分布式光伏電源接入中低壓農(nóng)配網(wǎng)的電網(wǎng)規(guī)劃研究

【摘要】:實(shí)施精準(zhǔn)扶貧、助力全面小康,是當(dāng)今我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的重大戰(zhàn)略,也是扶貧工作理論與實(shí)踐的重大創(chuàng)新。安徽省阜南縣為響應(yīng)省市領(lǐng)導(dǎo)要求,通過(guò)推廣分布式光伏電源開(kāi)展精準(zhǔn)扶貧工作。此項(xiàng)工作為一項(xiàng)政治性工作,供電企業(yè)必須無(wú)條件配合進(jìn)行光伏電源并網(wǎng)工作。國(guó)內(nèi)外已有的針對(duì)分布式光伏電源并網(wǎng)的研究,雖內(nèi)容深刻全面,但絕大多數(shù)不能直接拿來(lái)應(yīng)用到縣級(jí)供電公司的配電網(wǎng)規(guī)劃設(shè)計(jì)中去。找出針對(duì)縣級(jí)農(nóng)村電網(wǎng)環(huán)境下,考慮分布式光伏電源接入的簡(jiǎn)潔有效的10千伏配電網(wǎng)規(guī)劃方案,成為本文研究的主要目的。本文主要對(duì)光伏電源工作原理尤其針對(duì)并網(wǎng)型光伏電源運(yùn)行進(jìn)行了介紹與研究,結(jié)合微電網(wǎng)概念,分析了光伏微電網(wǎng)并入公共電網(wǎng)時(shí)對(duì)公共電網(wǎng)電流與功率的影響。針對(duì)阜南縣光伏扶貧工作中光伏電源發(fā)電全額上網(wǎng)的特殊模式進(jìn)行了運(yùn)行分析,建立了恒功率模式下的“扶貧戶用光伏微網(wǎng)”的“并網(wǎng)模式”與“離網(wǎng)模式”的數(shù)學(xué)模型?h級(jí)供電企業(yè)傳統(tǒng)的農(nóng)網(wǎng)規(guī)劃工作方式中對(duì)10千伏及以下配電網(wǎng)重視不足,面對(duì)大規(guī)模分布式光伏電源接入情況無(wú)法科學(xué)合理的指導(dǎo)10千伏及以下配電網(wǎng)建設(shè)。本文針對(duì)阜南縣分布式光伏電源接入的情況對(duì)10千伏及以下配電網(wǎng)規(guī)劃原則進(jìn)行了梳理,重點(diǎn)分析了10千伏配電網(wǎng)臺(tái)區(qū)規(guī)劃目標(biāo)與指標(biāo)參數(shù)的計(jì)算。結(jié)合“扶貧戶用光伏微網(wǎng)”的運(yùn)行方式,以阜南縣王家壩鎮(zhèn)為例進(jìn)行了考慮分布式光伏電源接入的10千伏以及以下電網(wǎng)規(guī)劃,給出了10千伏配變、10千伏線路及低壓電網(wǎng)的規(guī)劃結(jié)論。
[Abstract]:It is an important strategy for the economic and social development of our country to carry out accurate poverty alleviation and help the overall well-off society, and it is also a major innovation in the theory and practice of poverty alleviation. In response to the request of provincial and municipal leaders, Funan County of Anhui Province carries out precision poverty alleviation work by popularizing distributed photovoltaic power sources. This work is a political work, power supply enterprises must cooperate unconditionally with photovoltaic power grid. Although the research on grid-connected distributed photovoltaic power supply at home and abroad is profound and comprehensive, most of them can not be directly applied to the distribution network planning and design of county-level power supply companies. It is the main purpose of this paper to find out a simple and effective 10 kV distribution network planning scheme considering the access of distributed photovoltaic power in the rural power grid environment at county level. This paper mainly introduces and studies the working principle of photovoltaic power supply, especially the operation of grid-connected photovoltaic power supply. Combining with the concept of microgrid, this paper analyzes the influence of photovoltaic microgrid on the current and power of public grid when it is incorporated into public grid. Based on the operation analysis of the special mode of photovoltaic power generation in the work of photovoltaic poverty alleviation in Funan County, the mathematical models of "grid-connected mode" and "off-grid mode" of "photovoltaic microgrid for poverty alleviation" under constant power mode are established. In the traditional rural power network planning of county-level power supply enterprises, insufficient attention is paid to the distribution network of 10 kV or less, and it is impossible to scientifically and reasonably guide the construction of distribution network under 10 kV or less in the face of large-scale distributed PV power access. In this paper, the distribution network planning principles of 10 kV and below are combed according to the situation of distributed photovoltaic power supply access in Funan county, and the calculation of planning targets and index parameters of 10kV distribution station area is analyzed emphatically. Combined with the operation mode of "photovoltaic microgrid for poverty-stricken households", taking Wangjiaba Town in Funan County as an example, the 10 kV and below grid planning considering the access of distributed photovoltaic power sources is carried out. The planning conclusions of 10 kV distribution transformer and low voltage power network are given.
