沈陽DF變電站10kV配電工程項目質(zhì)量管理研究

【摘要】:隨著經(jīng)濟(jì)和社會的發(fā)展,全社會電力需求日益增大,電力工程項目呈逐年增多的趨勢。新的時代背景下,人們對電能質(zhì)量的要求隨之提高,對電力的安全性、可靠性的要求不斷提高。近年來,智能電網(wǎng)的研究和建設(shè)在全世界范圍內(nèi)掀起了高潮。相對傳統(tǒng)電網(wǎng)而言,智能電網(wǎng)更加安全、可靠、優(yōu)質(zhì)、高效,并可支持傳統(tǒng)電網(wǎng)無法提供的新功能,如支持分布式電源大量接入,并為用戶提供“擇時用電”等與配電網(wǎng)的互動服務(wù)等。在電力系統(tǒng)中,配電網(wǎng)起著將電能分配給消費(fèi)者,滿足經(jīng)濟(jì)、社會發(fā)展和人民生活需要的作用。配電網(wǎng)直接面向用戶,是電網(wǎng)企業(yè)承擔(dān)社會責(zé)任、樹立公司形象的重要設(shè)施。配電系統(tǒng)的建設(shè)與發(fā)展具有服務(wù)要求高,專業(yè)性強(qiáng)、受地方環(huán)境影響大的特點。在智能電網(wǎng)的建設(shè)、研究及應(yīng)用的新背景下,配電工程項目面臨著前所未有的新挑戰(zhàn)。智能配電網(wǎng)工程項目中,配電設(shè)備的結(jié)構(gòu)、安裝和施工等方面同傳統(tǒng)配電設(shè)備相比有著巨大的差異,傳統(tǒng)的管理方案,以及傳統(tǒng)經(jīng)驗及控制方法也必然隨之調(diào)整,以適應(yīng)新形勢下對配電工程項目建設(shè)的新要求。目前對智能電網(wǎng)背景下配電工程項目質(zhì)量管理的研究是理論與實踐研究的重要課題。本文通過從目標(biāo)、方法及措施等方面,對項目管理及項目質(zhì)量管理、智能電網(wǎng)及工程項目質(zhì)量管理等理論進(jìn)行分析與闡述;以沈陽DF變電站10kV配電工程為例,對從規(guī)劃設(shè)計直至竣工運(yùn)營的配電工程項目質(zhì)量管理各階段的職能、工作進(jìn)行分析,建立質(zhì)量管理體系。采用基于梯形模糊數(shù)相似度模型,對模型進(jìn)行介紹,并進(jìn)行指標(biāo)提取,構(gòu)建了工程項目質(zhì)量管理指標(biāo)體系。對工程項目的質(zhì)量管理水平進(jìn)行系統(tǒng)、客觀的評價。提出了沈陽DF變電站10kV配電工程項目質(zhì)量管理體系的建立方案,并給出了系統(tǒng)的評價結(jié)論及相應(yīng)的管理建議。本文旨在通過分析與研究,為沈陽市、遼寧省乃至全國同類智能配電工程項目的質(zhì)量管理及質(zhì)評價提供參考與依據(jù),豐富和完善質(zhì)量管理理論體系與實踐經(jīng)驗。
[Abstract]:With the development of economy and society, the demand for electricity in the whole society is increasing, and the power engineering projects are increasing year by year. In the new era, the demand for power quality is increased, and the demand for the safety and reliability of electricity is increasing. In recent years, the research and construction of smart grid has been raised in the world wide range. Relative to the traditional grid, the smart grid is more secure, reliable, high quality and efficient, and can support the new functions that the traditional grid can not provide, such as supporting a large number of access to the distributed power supply, and providing the user with the interactive service such as "timing electricity" and so on. In the power system, the distribution network will allocate the power to the consumer and satisfy the consumer in the power system. The function of economy, social development and people's life needs. The distribution network is directly oriented to the user. It is an important facility for the power grid enterprises to bear social responsibility and establish the image of the company. The construction and development of the distribution system have high service requirements, strong professionalism and great influence on the local environment. In the construction, research and application of the smart grid, the new background of the construction and application of the smart grid. Distribution engineering projects are facing unprecedented new challenges. In the project of intelligent distribution network, the structure, installation and construction of distribution equipment have great differences with the traditional distribution equipment. The traditional management scheme, as well as the traditional experience and control methods must also be adjusted to adapt to the distribution project under the new situation. The research on the quality management of distribution engineering projects under the background of smart grid is an important subject of theoretical and practical research. This paper analyzes and expounds the theory of project management and project quality management, the quality management of smart grid and engineering project from the aspects of targets, methods and measures, and the change of the quality management of the smart grid and engineering projects in the Shenyang DF. As an example of 10kV power distribution project in power station, this paper analyzes the functions of each phase of the quality management of the distribution project from planning and design to completion and establishes the quality management system. The model is introduced based on the trapezoid fuzzy number similarity model, and the index system of the quality management of the project is constructed. The quality management level of the project is systematically and objectively evaluated. The establishment scheme of the quality management system for the 10kV distribution project in Shenyang DF substation is put forward, and the evaluation conclusions and the corresponding management suggestions are given. The purpose of this paper is to analyze and study the intelligent distribution projects of the same kind in Shenyang, Liaoning province and the whole country. Objective to provide reference and basis for quality management and quality evaluation, enrich and improve the quality management theory system and practical experience.
