省級電力調(diào)度中心運行實踐與探索

【摘要】:電能的生產(chǎn)使用過程,以電力調(diào)度為紐帶,發(fā)、輸、變、配電各部門密切配合,統(tǒng)一協(xié)作,以最大限度的滿足用戶的用電需求為目的。整個過程應杜絕人為因素電網(wǎng)故障的出現(xiàn),減少對電網(wǎng)、設備以及人身的危害。作為電網(wǎng)調(diào)度指揮機構(gòu)--電力調(diào)度控制中心,對電網(wǎng)數(shù)據(jù)的即時性、準確性、安全性有了更高的要求;陔娏ο到y(tǒng)調(diào)度的運行實踐開展新的探索受到了廣泛的重視。各級電力調(diào)度控制中心,除負責所轄范圍調(diào)度指標編制、持證上崗、業(yè)務培訓、發(fā)布風險預警、編制應急預案等專業(yè)管理外,還負責參與設計電網(wǎng)投產(chǎn)規(guī)劃、編制電網(wǎng)運行方式、制定電網(wǎng)、電廠設備停電計劃、電網(wǎng)調(diào)度運行數(shù)據(jù)報送、指揮電網(wǎng)擴建、運行、故障處置等工作。省級電力調(diào)度控制中心,貫穿聯(lián)系國調(diào)、分中心與本省內(nèi)各地市調(diào)度控制中心,對本省內(nèi)調(diào)度專業(yè)進行技術指導和專業(yè)管理。電網(wǎng)調(diào)度運行數(shù)據(jù)報送,即生成調(diào)度報表,要求報表的制作盡可能的迅速準確,以提高報送質(zhì)量,便于對電網(wǎng)運行進行總體分析;指揮電網(wǎng)運行,可以概括為電網(wǎng)狀態(tài)實時集中監(jiān)測和調(diào)度操作兩部分。合理的調(diào)度控制要求每個部分的工作都盡可能迅速、準確、安全。數(shù)據(jù)的采集和傳輸是電網(wǎng)狀態(tài)實時監(jiān)測方面的重點,要求無效數(shù)據(jù)和錯誤數(shù)據(jù)的數(shù)量不能過多,過多的無效數(shù)據(jù)和錯誤數(shù)據(jù)會導致數(shù)據(jù)處理的耗時大大增加,也不利于電網(wǎng)安全、經(jīng)濟運行;如果調(diào)度操作不得當,可能造成電網(wǎng)框架薄弱,甚至造成設備誤停電等,給人民正常生活造成不便,給工廠企業(yè)造成經(jīng)濟損失。這就需要有一套智慧安全的操作票系統(tǒng)來輔助驗證調(diào)度指令是否適當、控制操作是否正確無誤,保證調(diào)度操作順利進行,不發(fā)生惡性誤操作事故。本文分析了當前電力調(diào)度系統(tǒng)報表報送、監(jiān)控信息傳送、調(diào)度操作票系統(tǒng)現(xiàn)狀及存在的問題。從縮短生產(chǎn)報表制作時間,降低無效信息數(shù)據(jù)數(shù)量,提高調(diào)度操作票智能化三個方面展開論證,提出執(zhí)行方案,并最終取得以下成果。在報表制作時間方面,研究報表報送用時過長問題,確定原因為人工核對錯誤數(shù)據(jù)用時較多和源數(shù)據(jù)無法快速定位。通過開發(fā)報表的"自動校核"以及"源數(shù)據(jù)超鏈接定位"功能,順利解決了這兩大問題;在無效信息數(shù)據(jù)處理方面,從減少500kV變電站無效告警信息數(shù)量的目標出發(fā),分析了造成無效信息數(shù)量巨大的五大因素。對此提出了監(jiān)控信息梳理、監(jiān)控系統(tǒng)優(yōu)化開發(fā)、設定伴生信息屏蔽閥值、設定越限信息屏蔽閥值、建立信息過濾機制等措施。實踐證明,措施有效,達到了預期效果;在操作票智能化方面,研制開發(fā)的智慧操作票系統(tǒng),具有智慧防誤操作校核、操作票流轉(zhuǎn)、與OMS系統(tǒng)交互關聯(lián)、自動回填檢修記錄、調(diào)度長授權(quán)監(jiān)護操作等功能。開票方式可由調(diào)度員靈活選擇。特別是防誤校核功能,非常適用于當前調(diào)度工作。符合山東省調(diào)生產(chǎn)實際的新型智慧調(diào)度操作票系統(tǒng)開發(fā)成功。本文對于省調(diào)實踐的探索具有實際價值和重要意義。
