沈南500KV輸變電工程綜合效益分析研究

【摘要】:近年來(lái),我國(guó)經(jīng)濟(jì)的發(fā)展穩(wěn)步向前,居民生活質(zhì)量不斷的提高,伴隨著電力的需求也日益增加。目前,許多省市的用電負(fù)荷也不斷增長(zhǎng),部分地區(qū)的電力供應(yīng)已經(jīng)無(wú)法滿足居民和企業(yè)的需求,由此大型超高壓輸變電工程的建設(shè)及投運(yùn)勢(shì)在必行,因?yàn)樗哂酗@著改善電網(wǎng)結(jié)構(gòu)、及時(shí)滿足社會(huì)用電需求和促進(jìn)地方經(jīng)濟(jì)發(fā)展等重要作用。國(guó)家也在大力著手于大型變電站的建設(shè),以輸變電工程為主要內(nèi)容的電網(wǎng)建設(shè)也迎來(lái)快速的展的大好時(shí)機(jī)。輸變電工程的建設(shè)需要大量的人力和物力,耗資甚大;這樣龐大的工程在管理上要求也相對(duì)嚴(yán)格,輸變電工程項(xiàng)目的規(guī)劃設(shè)計(jì)、實(shí)施建設(shè)、使用都有不同的部門(mén)來(lái)完成;這樣形成了的運(yùn)營(yíng)模式使得各部門(mén)要自成一體,各部門(mén)負(fù)責(zé)人只對(duì)自身環(huán)節(jié)負(fù)責(zé),沒(méi)有人對(duì)項(xiàng)目的整體投資和利益負(fù)責(zé),這是在管理過(guò)程中存在的嚴(yán)重缺陷,對(duì)項(xiàng)目沒(méi)有一個(gè)整體的全過(guò)程的總體評(píng)價(jià)。因此,在此環(huán)境條件下,大力開(kāi)展輸變電工程項(xiàng)目綜合效益問(wèn)題的分析及評(píng)價(jià)顯得尤為重要,這也對(duì)提高我國(guó)輸變電工程以及類似工程項(xiàng)目的管理水平有著重要的現(xiàn)實(shí)意義本文以沈南500kv輸變電工程項(xiàng)目為背景,研究輸變電工程項(xiàng)目綜合效益評(píng)價(jià)。本文首先闡述了選題背景和意義,通過(guò)相關(guān)文獻(xiàn)的查閱,系統(tǒng)了解了國(guó)內(nèi)外輸變電項(xiàng)目綜合效益評(píng)價(jià)的研究現(xiàn)狀,然后,對(duì)輸變電項(xiàng)目綜合效益評(píng)價(jià)相關(guān)的評(píng)價(jià)理論與方法進(jìn)行了介紹,結(jié)合沈南輸變電工程項(xiàng)目的特點(diǎn)以及效益評(píng)價(jià)的特點(diǎn),選取了層次分析法和模糊綜合評(píng)價(jià)方法對(duì)該工程項(xiàng)目進(jìn)行綜合效益評(píng)價(jià);接著,介紹了沈南輸變電工程建設(shè)規(guī)模并分析了工程建設(shè)的內(nèi)容,然后從技術(shù)效益、經(jīng)濟(jì)效益、社會(huì)效益、節(jié)能降耗四個(gè)方面對(duì)該工程項(xiàng)目進(jìn)行分析研究,并以此為基礎(chǔ)構(gòu)建了該項(xiàng)目綜合效益評(píng)價(jià)的指標(biāo)體系;最后,運(yùn)用層次分析法計(jì)算各個(gè)指標(biāo)的權(quán)重,根據(jù)選取的模糊綜合評(píng)價(jià)方法對(duì)輸變電工程效益進(jìn)行綜合評(píng)價(jià),得出評(píng)價(jià)結(jié)果為良好,基于結(jié)果分析,反映了沈南輸變電工程項(xiàng)目的可行性,并且具有良好的經(jīng)濟(jì)效益,同時(shí)符合節(jié)能降耗的要求。本文研究成果對(duì)電力工程項(xiàng)目的決策以及對(duì)推廣電力工程項(xiàng)目提供了科學(xué)的依據(jù),同時(shí)也有一定的借鑒意義。
[Abstract]:In recent years, the economic development of our country has been advancing steadily, the quality of life of the residents has been improved constantly, and the demand for electricity is also increasing day by day.At present, the power load of many provinces and cities is also increasing, and the power supply in some areas can no longer meet the needs of the residents and enterprises. Therefore, the construction and operation of large-scale ultra-high voltage power transmission and transformation projects are imperative.It plays an important role in improving the structure of power grid, meeting the demand of electricity and promoting the development of local economy.The country is also vigorously engaged in the construction of large substations, and the power grid construction, which takes the transmission and transformation projects as the main content, also ushered in a good opportunity for rapid development.The construction of transmission and transformation project needs a lot of manpower and material resources, and it costs a lot of money, so the management requirements of such a huge project are relatively strict, and there are different departments to complete the planning, design and implementation of the transmission and transformation project.The mode of operation formed in this way makes the departments themselves responsible for their own links, and no one is responsible for the overall investment and interests of the project. This is a serious defect in the management process.An overall evaluation of the whole process without a single project.Therefore, under this environment, it is particularly important to carry out the analysis and evaluation of the comprehensive benefits of transmission and transformation projects.It is also of practical significance to improve the management level of transmission and transformation projects and similar projects in China. This paper takes Shennan 500kv transmission and transformation projects as the background to study the comprehensive benefit evaluation of transmission and transformation projects.This paper first describes the background and significance of the topic, through the reference of relevant documents, systematically understand the domestic and foreign comprehensive benefit evaluation of transmission and transformation projects research status, and then,This paper introduces the theory and method of comprehensive benefit evaluation of transmission and transformation project, and combines the characteristics of Shennan transmission and transformation project and the characteristics of benefit evaluation.This paper selects the analytic hierarchy process and fuzzy comprehensive evaluation method to evaluate the comprehensive benefit of the project, then introduces the construction scale of Shennan power transmission and transformation project and analyzes the contents of the project construction, and then from the technical benefits, economic benefits,Four aspects of social benefit, energy saving and consumption reduction are analyzed and studied, and the index system of the comprehensive benefit evaluation of the project is constructed. Finally, the weight of each index is calculated by using the analytic hierarchy process (AHP).According to the fuzzy comprehensive evaluation method selected for comprehensive evaluation of transmission and transformation project benefit, the evaluation result is good. Based on the analysis of the result, it reflects the feasibility of Shennan transmission and transformation project, and has good economic benefit.At the same time meet the requirements of energy saving and consumption reduction.The research results in this paper provide a scientific basis for the decision-making of power engineering projects and the promotion of power engineering projects, and also have certain reference significance.
