【摘要】：正光伏項(xiàng)目是全球能源產(chǎn)業(yè)和科技發(fā)展的重要方向,發(fā)展?jié)摿薮蟆?016年3月,國家發(fā)展改革委、國務(wù)院扶貧辦等五部門出臺《關(guān)于實(shí)施光伏發(fā)電扶貧工作意見》,光伏產(chǎn)業(yè)發(fā)展在貧困地區(qū)進(jìn)一步提速。據(jù)不完全統(tǒng)計(jì),僅地處秦嶺腹地的陜西省商洛市已建、在建和擬建光伏發(fā)電項(xiàng)目97個,用地13355畝,其中耕地8478畝。但這對耕地后備資源緊缺、集中連片的貧困地區(qū),提出了較為嚴(yán)峻的用地管理挑戰(zhàn)。
[Abstract]:The current photovoltaic project is an important direction for the development of global energy industry and science and technology, with great potential. In March 2016, the National Development and Reform Commission,The State Council Poverty Alleviation Office and other five departments issued "opinions on the implementation of the work of photovoltaic power generation to alleviate poverty", and the development of photovoltaic industry in poor areas was further accelerated.According to incomplete statistics, only Shangluo City, which is located in the hinterland of Qinling Mountains, has been built, 97 photovoltaic power generation projects are under construction and are planned to be built, with land use of 13355 mu, of which 8478 mu of cultivated land.However, the shortage of cultivated land reserve resources and the concentration of poverty areas, put forward a more severe land management challenges.
