臨沂市配電網(wǎng)建設(shè)規(guī)劃及其管理體系研究

【摘要】:配電網(wǎng)建設(shè)規(guī)劃是配電網(wǎng)全生命周期管理中的重要一環(huán),其目的是構(gòu)建規(guī)劃期末理想的網(wǎng)架結(jié)構(gòu),滿足電網(wǎng)運(yùn)行容量充裕、安全可靠、方式靈活、經(jīng)濟(jì)高效等要求。“十三五”期間,國(guó)家進(jìn)一步加大配電網(wǎng)投資強(qiáng)度,倡導(dǎo)精準(zhǔn)投資理念,對(duì)電網(wǎng)建設(shè)規(guī)劃工作提出了更高標(biāo)準(zhǔn)的要求。為破解制約當(dāng)前電網(wǎng)發(fā)展建設(shè)的難題,保障堅(jiān)強(qiáng)智能電網(wǎng)的有效落成,迫切需要電網(wǎng)企業(yè)理順配電網(wǎng)建設(shè)規(guī)劃管理流程,切實(shí)提高建設(shè)規(guī)劃管理水平。目前,臨沂公司配電網(wǎng)規(guī)劃工作已形成了基本的思路和方法,配電網(wǎng)規(guī)劃管理體系也初具雛形。然而,由于諸多原因?qū)е碌呐潆娋W(wǎng)規(guī)劃經(jīng)驗(yàn)不足、管理流程不順暢、對(duì)規(guī)劃工作重視不足等一系列問題,使得配電網(wǎng)建設(shè)規(guī)劃工作仍然無法擺脫規(guī)劃管理欠科學(xué),規(guī)劃成果執(zhí)行力度不夠等規(guī)劃“軟弱無力”的狀態(tài)。本文總結(jié)了當(dāng)前國(guó)內(nèi)外在配電網(wǎng)建設(shè)規(guī)劃方面的理論研究成果,對(duì)比國(guó)內(nèi)外配網(wǎng)規(guī)劃在工作目標(biāo)、規(guī)劃年限、工作流程和組織機(jī)構(gòu)方面的異同,詳細(xì)闡述了國(guó)內(nèi)開展配網(wǎng)規(guī)劃工作的內(nèi)容、方法和管理體系,提出了基于矩陣式組織結(jié)構(gòu)的全過程規(guī)劃管理理念。以臨沂市配電網(wǎng)規(guī)劃工作為研究對(duì)象,首先分析了現(xiàn)狀配電網(wǎng)建設(shè)的不足和面臨的發(fā)展瓶頸,針對(duì)當(dāng)前電網(wǎng)發(fā)展建設(shè)多元化目標(biāo)的要求,從系統(tǒng)的角度展開研究,確定規(guī)劃方案。在此基礎(chǔ)上,重新梳理了臨沂市配網(wǎng)規(guī)劃管理體系,針對(duì)管理流程不順暢,執(zhí)行效果不佳的問題,提出了成立規(guī)劃項(xiàng)目工作組,采用規(guī)劃全過程管理的解決措施。該理論應(yīng)用于臨沂市“十三五”配電網(wǎng)規(guī)劃,取得了較好的效果。本文研究對(duì)國(guó)內(nèi)外同類型區(qū)域配網(wǎng)建設(shè)規(guī)劃同樣有一定參考價(jià)值。
[Abstract]:Distribution network construction planning is an important part in the whole life cycle management of distribution network. Its purpose is to construct the ideal network structure at the end of the planning period, which can meet the needs of sufficient capacity, safety and reliability, and flexible mode of distribution network. Economic efficiency and other requirements. During the 13th Five-Year Plan period, the state further increased the investment intensity of distribution networks, advocated the concept of precision investment, and put forward higher standards for the planning of power grid construction. In order to solve the difficult problems restricting the development and construction of the current power grid, To ensure the effective completion of a strong smart grid, it is urgent for power grid enterprises to straighten out the distribution network construction planning management process and improve the construction planning and management level. At present, Linyi Company's distribution network planning work has formed the basic ideas and methods. However, due to many reasons, the distribution network planning experience is not enough, the management process is not smooth, and the planning work is not paid enough attention to. The distribution network construction and planning work is still unable to get rid of the "weak" state of planning, such as unscientific planning management and insufficient execution of planning results. This paper summarizes the current theoretical research results of distribution network construction planning both at home and abroad. Comparing the similarities and differences of distribution network planning at home and abroad in work objectives, planning years, workflow and organization, the contents, methods and management system of developing distribution network planning in China are described in detail. This paper puts forward the concept of whole process planning and management based on matrix organization structure. Taking Linyi distribution network planning as the research object, this paper first analyzes the deficiency of the current distribution network construction and the bottleneck of the development. In view of the requirement of the pluralistic goal of power grid development and construction, this paper studies from the system point of view and determines the planning scheme. On this basis, the planning and management system of Linyi distribution network is reorganized, and the management process is not smooth. In order to solve the problem of poor implementation effect, a planning project working group was set up and the solution of the whole planning process management was adopted. The theory was applied to the distribution network planning of Linyi City during the 13th Five-Year Plan. The research in this paper has some reference value for the same type of regional distribution network construction planning at home and abroad.
