【摘要】:電力產(chǎn)業(yè)是我國國民經(jīng)濟(jì)的基礎(chǔ)支柱產(chǎn)業(yè),其技術(shù)創(chuàng)新效率對國家的技術(shù)水平的發(fā)展起著舉足輕重的作用,故電力產(chǎn)業(yè)的技術(shù)創(chuàng)新情況受到了社會各界的廣泛關(guān)注。然而與世界發(fā)達(dá)國家相比,我國的電力產(chǎn)業(yè)技術(shù)創(chuàng)新程度還有待提高。因此,探究我國電力產(chǎn)業(yè)技術(shù)創(chuàng)新效率及其影響因素是當(dāng)今經(jīng)濟(jì)發(fā)展所面臨的主要課題。技術(shù)創(chuàng)新效率是衡量一個(gè)產(chǎn)業(yè)技術(shù)創(chuàng)新要素的利用程度和技術(shù)創(chuàng)新的產(chǎn)出數(shù)量重要指標(biāo),是研究一個(gè)產(chǎn)業(yè)科研人員配置、經(jīng)費(fèi)投入比例是否合理的一個(gè)重要參考。對技術(shù)創(chuàng)新過程的效率進(jìn)行合理的評價(jià)與分析,有利于創(chuàng)新主體對技術(shù)創(chuàng)新投入資源的利用情況和產(chǎn)出能力的具體情況有一個(gè)客觀的認(rèn)識,從而找出投入產(chǎn)出效率低的原因,進(jìn)一步對技術(shù)創(chuàng)新要素進(jìn)行優(yōu)化配置。為了更好的分析我國現(xiàn)階段電力產(chǎn)業(yè)技術(shù)創(chuàng)新程度,找出資源配置的不足,制定相關(guān)的改進(jìn)政策。本文運(yùn)用產(chǎn)業(yè)技術(shù)創(chuàng)新效率理論,研究我國電力產(chǎn)業(yè)技術(shù)創(chuàng)新情況,分析當(dāng)前電力產(chǎn)業(yè)的技術(shù)創(chuàng)新資金、科研人員配置等技術(shù)創(chuàng)新要素投入情況,從而發(fā)現(xiàn)當(dāng)前電力產(chǎn)業(yè)技術(shù)創(chuàng)新存在的問題。本文在已有文獻(xiàn)學(xué)習(xí)的基礎(chǔ)上,從技術(shù)創(chuàng)新效率理論出發(fā)研究我國電力產(chǎn)業(yè)問題。首先,本文結(jié)合技術(shù)創(chuàng)新效率理論和我國電力產(chǎn)業(yè)發(fā)展的特點(diǎn)與產(chǎn)業(yè)創(chuàng)新的實(shí)際情況,構(gòu)建了我國電力產(chǎn)業(yè)技術(shù)創(chuàng)新效率評價(jià)指標(biāo)體系。其次應(yīng)用因子分析法(Data Reduction Factor,DRF)將多個(gè)投入、產(chǎn)出指標(biāo)歸并、提煉成若干個(gè)具有明確經(jīng)濟(jì)意義的公共因子。第三,運(yùn)用數(shù)據(jù)包絡(luò)(DEA)模型對2005-2014年我國電力行業(yè)技術(shù)創(chuàng)新效率進(jìn)行評價(jià),指出DMU非有效的原因,從技術(shù)創(chuàng)新效率理論出發(fā)解釋評價(jià)結(jié)果。同時(shí),本文總結(jié)歸納出對我國電力產(chǎn)業(yè)技術(shù)創(chuàng)新效率產(chǎn)生影響的因素,利用灰色關(guān)聯(lián)分析法(Grey Relational Analysis,GRA)對我國電力產(chǎn)業(yè)的技術(shù)創(chuàng)新效率和影響因素之間的關(guān)聯(lián)程度進(jìn)行判斷,以此為基礎(chǔ),利用Tobit回歸模型分析各影響因素對我國電力產(chǎn)業(yè)技術(shù)創(chuàng)新效率的影響情況。最后,本文結(jié)合研究結(jié)論,提出改進(jìn)和提升我國電力產(chǎn)業(yè)技術(shù)創(chuàng)新效率的建議。
[Abstract]:The electric power industry is the basic pillar industry of our national economy, and its technological innovation efficiency plays an important role in the development of the country's technological level. Therefore, the technological innovation of the electric power industry has received extensive attention from all walks of life. However, compared with the developed countries in the world, the degree of technological innovation in our country still needs to be improved. It is the main task of economic development to probe into the efficiency of technological innovation of electric power industry of our country and its influencing factors. The efficiency of technological innovation is an important index to measure the degree of utilization of technological innovation elements and the output quantity of technological innovation in an industry. It is an important reference to study whether the allocation of scientific research personnel in an industry and the proportion of expenditure are reasonable. The efficiency of the technological innovation process is evaluated and analyzed rationally. It is beneficial for the innovation subject to have an objective understanding of the utilization of the technical innovation input resources and the specific situation of the output ability, so as to find out the reasons for the low input-output efficiency. In order to better analyze the technological innovation degree of electric power industry in our country at present, find out the shortage of resource allocation, and formulate the relevant improvement policy, this paper applies the theory of industrial technological innovation efficiency. To study the technological innovation situation of China's electric power industry, to analyze the investment situation of the technological innovation elements of the current electric power industry, such as the technical innovation funds, the allocation of scientific research personnel, and so on. On the basis of the existing literature, this paper studies the problems of electric power industry in our country based on the theory of technological innovation efficiency. First of all, the paper studies the problems of electric power industry in our country from the point of view of the theory of efficiency of technological innovation. Based on the theory of technological innovation efficiency and the characteristics of electric power industry development in China and the actual situation of industrial innovation, this paper constructs the evaluation index system of technical innovation efficiency of power industry in China. The output index is merged into several public factors with definite economic significance. Thirdly, the efficiency of technical innovation in China's electric power industry from 2005 to 2014 is evaluated by using the data Envelopment Dea model, and the reasons why DMU is not effective are pointed out. At the same time, this paper summarizes the factors that affect the technological innovation efficiency of China's electric power industry. Grey Relational Analysis (GRAA) is used to judge the degree of correlation between technological innovation efficiency and influencing factors of China's electric power industry. Tobit regression model is used to analyze the influence of various factors on the technical innovation efficiency of China's electric power industry. Finally, combining with the research conclusions, this paper puts forward some suggestions for improving and improving the efficiency of technical innovation of China's electric power industry.
