跨區(qū)域高壓網(wǎng)絡(luò)輸電定價(jià)方法研究——基于公共服務(wù)費(fèi)用提取因素考量的分析

【摘要】：多數(shù)輸電市場(chǎng)化的國(guó)家普遍采用潮流追蹤法進(jìn)行跨區(qū)域高電壓電網(wǎng)輸電定價(jià)。但缺乏公認(rèn)對(duì)跨區(qū)域高電壓網(wǎng)絡(luò)輸電電網(wǎng)提取公共服務(wù)費(fèi)用的定價(jià)方法。本文提出輸電網(wǎng)絡(luò)公共服務(wù)費(fèi)用的概念,其界定原則包含由于不同區(qū)域輸電線路建設(shè)受地形地貌影響的差異、為保證穩(wěn)定運(yùn)行而選擇更高成本線路所增加額外的線路建設(shè)費(fèi)用、以及考慮充裕性而對(duì)應(yīng)的線路備用等主要因素。在利用潮流追蹤法進(jìn)行跨區(qū)域高壓網(wǎng)絡(luò)輸電定價(jià)的同時(shí),設(shè)立公共費(fèi)用機(jī)制,提取的公共服務(wù)費(fèi)用,使用郵票法進(jìn)行分?jǐn)?形成基于公共服務(wù)費(fèi)用分?jǐn)偟目鐓^(qū)域輸電定價(jià)方法。
[Abstract]:Power flow tracing method is widely used in most countries where transmission is market-oriented. However, there is a lack of generally accepted pricing methods to extract public service costs for cross-region high-voltage transmission networks. The concept of public service costs for transmission networks, The definition principle includes additional line construction costs due to the difference between different regions of transmission line construction affected by topography and geomorphology, and the choice of higher cost lines in order to ensure stable operation. And considering the main factors such as line reserve and so on. While using the power flow tracing method to carry out transmission pricing of cross-region high-voltage network, we should set up a public expense mechanism, withdraw the public service cost, and use the stamp method to apportion it. A cross-regional transmission pricing method based on public service cost sharing is formed.
