【摘要】：在美國大壩退役和我國水庫降等與報(bào)廢研究實(shí)踐基礎(chǔ)上,從項(xiàng)目全生命周期管理、行業(yè)轉(zhuǎn)型升級、社會(huì)發(fā)展新要求等方面探討了建立農(nóng)村水電站退役機(jī)制的必要性。認(rèn)為我國已經(jīng)具備了建立農(nóng)村水電站退役機(jī)制的法律依據(jù)、社會(huì)基礎(chǔ),并取得了一定的實(shí)踐經(jīng)驗(yàn),應(yīng)將水電站退役管理與水庫大壩報(bào)廢降等管理置于同等地位;從轉(zhuǎn)變發(fā)展理念出發(fā),圍繞退役各方利益協(xié)調(diào)的難點(diǎn),以編制水電站限制運(yùn)行與退役標(biāo)準(zhǔn)為重點(diǎn),以建立相應(yīng)補(bǔ)償機(jī)制為驅(qū)動(dòng)力,科學(xué)評估決策,逐步建立我國農(nóng)村水電站退役機(jī)制,為完善農(nóng)村水電行業(yè)管理提供保障機(jī)制。
[Abstract]:In the United States and China reservoir dam decommissioning demotion and scraping research and Practice on the basis of the project life cycle management, transformation and upgrading of the industry, social development of the new requirements, discusses the necessity of establishing the rural hydropower station decommissioning mechanism. That China already has the social and legal basis, the establishment of Rural Hydropower Station decommissioning mechanisms, and achieved some practical experience, should be discarded equal status management in decommissioning management and drop dam hydropower station; from the perspective of concept change around the difficulties of coordinating the interests of each party retired, to develop hydropower station limiting operation standard and retired as the focus, to establish the appropriate compensation mechanism as the driving force, scientific decision-making, and gradually establish the rural hydropower station decommissioning mechanism, guarantee mechanism for improving the management of Rural Hydropower industry.
