吉布提集裝箱港口效率和績效評價研究

自1977年獨立以來,吉布提選擇優(yōu)先發(fā)展服務(wù)經(jīng)濟,由于國家在非洲之角地區(qū)占據(jù)地緣戰(zhàn)略地位,這賦予其作為一個具有區(qū)域和地區(qū)的過境和分撥中心的樞紐作用,吉布提政府選擇并實施了旨在逐步發(fā)展運輸鏈的項目。吉布提在國際航運中的地理位置優(yōu)越,處于海上干線航線交叉的十字路口,擁有先進的港口基礎(chǔ)設(shè)施、道路基礎(chǔ)設(shè)施,特別是多功能港口(DMP Doraleh)和多拉萊港集裝箱碼頭(Doraleh containerterminal),構(gòu)成港口活動的核心,在國民經(jīng)濟中的起著重要作用。位于非洲之角的吉布提面積為23,000平方公里的小國,人口約100萬,這個有爭端的地區(qū),也有著獨特的安全氣候,美國,法國和中國的主要軍事基地的存在加強了這種安全。如今,這兩個港口必須滿足大的船公司和大型船舶的業(yè)務(wù)要求,然而專用于港口發(fā)展的公共預算不足,導致環(huán)境和社會問題日益嚴重。除了港口設(shè)施,陸上服務(wù)的可靠性和質(zhì)量,也是船公司選擇港口的決定性因素。船公司需要港口能夠根據(jù)船舶的大小及其裝載計劃提供服務(wù),盡可能讓船舶花費最短的等待時間,使轉(zhuǎn)運合理化,還要求安全快捷的集疏運服務(wù)。本研究歸納了集裝箱碼頭的生產(chǎn)率、績效、盈利能力等概念,提...
