【摘要】：我國(guó)是有著悠久海洋歷史的國(guó)家，漫長(zhǎng)的海洋史中，古代先民也時(shí)常面臨海洋災(zāi)害的威脅，，在海洋災(zāi)害的應(yīng)對(duì)方面有著豐富的經(jīng)驗(yàn)，發(fā)展到民國(guó)時(shí)期，海洋災(zāi)害應(yīng)對(duì)的理念及措施更加近代化，提高了抗災(zāi)救災(zāi)的效率。 文章第一部分主要對(duì)海洋災(zāi)害進(jìn)行概述，并分類別對(duì)其危害進(jìn)行簡(jiǎn)要的分析。第二部分詳細(xì)地論述了民國(guó)時(shí)期海洋災(zāi)害應(yīng)對(duì)的硬件措施和軟件措施，初步建立了海洋災(zāi)害預(yù)防保障體系。第三部分通過選取海難災(zāi)害和廣東潮汕風(fēng)災(zāi)重點(diǎn)分析，研究災(zāi)害發(fā)生后政府及社會(huì)各界積極配合，共同應(yīng)對(duì)災(zāi)害。文章最后部分重點(diǎn)分析了民間祁神禳災(zāi)對(duì)災(zāi)害過后，災(zāi)民心理恢復(fù)和治療的作用。 民國(guó)時(shí)期處于向近代社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期，在海洋災(zāi)害應(yīng)對(duì)方面有著成熟的經(jīng)驗(yàn)，官方和民間積極配合，對(duì)我們當(dāng)今社會(huì)海洋災(zāi)害的預(yù)防和應(yīng)對(duì)有著重要啟示。
