【摘要】：正日前,國(guó)家安全監(jiān)管總局印發(fā)《對(duì)安全生產(chǎn)領(lǐng)域失信行為開展聯(lián)合懲戒的實(shí)施辦法通知》(安監(jiān)總辦[2017]49號(hào),以下簡(jiǎn)稱《通知》),明確對(duì)10類安全生產(chǎn)失信行為進(jìn)行聯(lián)合懲戒。這10類行為是:發(fā)生較大及以上生產(chǎn)安全責(zé)任事故,或1年內(nèi)累計(jì)發(fā)生3起及以上造成人員死亡的一般生產(chǎn)安全責(zé)任事故的;未按規(guī)定取得安全生產(chǎn)許可,擅自開展生產(chǎn)經(jīng)營(yíng)建設(shè)活動(dòng)的;發(fā)現(xiàn)重大生產(chǎn)安全事故隱患,或職業(yè)病危害嚴(yán)重超標(biāo),不及時(shí)整改,仍組織從業(yè)人員冒險(xiǎn)作業(yè)的;采取隱蔽、欺騙或阻礙等方式逃避、對(duì)抗安全監(jiān)管監(jiān)察的;
[Abstract]:Just a few days ago, the State Administration of Security Supervision issued a notice on the measures for the implementation of Joint punishment for breach of Trust in the Field of production Safety (General Office of Safety Supervision [2017] 49, hereinafter referred to as the notice) to explicitly punish 10 types of breach of trust in production safety. These 10 kinds of acts are: the occurrence of large or more production safety responsibility accidents, or the cumulative occurrence of three or more general production safety responsibility accidents within one year; without obtaining production safety permits in accordance with the relevant provisions, carrying out production management and construction activities without authorization; finding hidden dangers of major production safety accidents, or occupational disease hazards seriously exceeding the standard, failing to correct and reform in time, and still organizing employees to take risks; Evading or resisting safety supervision and supervision by means of concealment, deception or hindrance;
