【摘要】：自古以來我國就是世界上受自然災(zāi)害影響最為嚴(yán)重的國家之一。鑒于我國的復(fù)雜的地理自然環(huán)境及地質(zhì)條件和人口財(cái)富日益密集等因素，預(yù)計(jì)我國未來有面臨的自然災(zāi)害頻率有進(jìn)一步提高的可能，災(zāi)害形式多樣和受災(zāi)地區(qū)擴(kuò)大等也有進(jìn)一步發(fā)展惡化的趨勢，而我國的防災(zāi)減災(zāi)體系雖然取得了巨大進(jìn)步，但仍存在很多不足。為了更好的對抗自然災(zāi)害，盡量減少災(zāi)害給人民生命財(cái)產(chǎn)安全造成的損失，我國必須構(gòu)建新型防災(zāi)減災(zāi)體系，改革防災(zāi)減災(zāi)資金投入機(jī)制。本文在回顧國內(nèi)外防災(zāi)減災(zāi)投資相關(guān)研究的基礎(chǔ)上，分析了我國防災(zāi)減災(zāi)投資體系存在的各種問題，在借鑒國外發(fā)達(dá)國家先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上，，就構(gòu)建新型防災(zāi)減災(zāi)體系的資金投入機(jī)制問題進(jìn)行了詳細(xì)的研究。文章共分為四章：第一章前言，介紹本文的研究背景和意義、回顧本領(lǐng)域的相關(guān)研究并介紹本文的機(jī)構(gòu)安排；第二章系統(tǒng)分析我國防災(zāi)減災(zāi)資金投入方式現(xiàn)狀及存在的問題；第三章借鑒學(xué)習(xí)發(fā)達(dá)國家防災(zāi)減災(zāi)資金投入機(jī)制方面的先進(jìn)經(jīng)驗(yàn)；第四章提出構(gòu)建新型防災(zāi)減災(zāi)資金投入機(jī)制的相關(guān)建議。
[Abstract]:Since ancient times, China is one of the countries most affected by natural disasters in the world. In view of the complex geographical and natural environment, geological conditions and increasingly dense population wealth in China, it is expected that the frequency of natural disasters will be further increased in the future, and the diversity of disaster forms and the expansion of affected areas will also lead to further development and deterioration. Although great progress has been made in the disaster prevention and mitigation system in China, there are still many shortcomings. In order to better combat natural disasters and reduce the loss of people's lives and property caused by disasters, our country must construct a new type of disaster prevention and mitigation system and reform the investment mechanism of disaster prevention and mitigation funds. On the basis of reviewing the related research of disaster prevention and mitigation investment at home and abroad, this paper analyzes the problems existing in the investment system of disaster prevention and mitigation in China, and on the basis of drawing lessons from the advanced experience of foreign developed countries, makes a detailed study on the capital investment mechanism of constructing a new type of disaster prevention and mitigation system. The article is divided into four chapters: the first chapter is the preface, which introduces the research background and significance of this paper, reviews the relevant research in this field and introduces the institutional arrangements of this paper; the second chapter systematically analyzes the current situation and existing problems of the capital investment mode of disaster prevention and mitigation in China; the third chapter draws lessons from the advanced experience of the developed countries in the capital investment mechanism of disaster prevention and mitigation; the fourth chapter puts forward some suggestions for constructing a new type of disaster prevention and mitigation fund investment mechanism.
