【摘要】：廣州港是我國沿海重要港口之一，同時(shí)也是華南地區(qū)主要樞紐港口。隨著港口貨物吞吐量的迅速增長，，港口建設(shè)規(guī)模不斷擴(kuò)大，船舶密集程度日益增加，水域船舶通航風(fēng)險(xiǎn)不斷加大。據(jù)統(tǒng)計(jì)，2012年，廣東海事局轄區(qū)共發(fā)生一般等級及以上水域事故38起，其中廣州局轄區(qū)16起，占水域事故總量的42.1%；死亡11人，沉船5艘，直接經(jīng)濟(jì)損失達(dá)4705萬元。因此，開展水域船舶交通安全評價(jià)與對策研究，深層次剖析水上交通事故原因、尋找和制定針對性的對策措施，對于減少廣州港水上交通事故、建設(shè)平安港口具有十分重要的意義。 論文以廣州港水上交通安全管理為主線，以解決生產(chǎn)運(yùn)營過程中的危險(xiǎn)因素為切入口，在現(xiàn)場調(diào)研和文獻(xiàn)檢索的基礎(chǔ)上，應(yīng)用系統(tǒng)安全的理論和方法，開展相關(guān)研究，取得如下研究成果： （1）開展了廣州港水域船舶通航環(huán)境及交通狀況調(diào)查，基本摸清了影響廣州港水上交通安全運(yùn)營的危險(xiǎn)要素； （2）對廣州港水域船舶通航環(huán)境及交通狀況進(jìn)行了風(fēng)險(xiǎn)分析，辨識了影響廣州港水域通航安全的主要因素。根據(jù)專家調(diào)研結(jié)果，確定了系統(tǒng)各影響因素的權(quán)重； （3）運(yùn)用模糊綜合評價(jià)理論和方法，建立了影響廣州港水域船舶交通安全的評判模型； （4）評價(jià)了廣州港水域船舶的交通安全風(fēng)險(xiǎn)，根據(jù)評價(jià)結(jié)果，提出了改善該水域船舶交通安全的對策措施。 論文的研究成果，為有效改善廣州港水域船舶通航安全環(huán)境及航行條件，合理規(guī)劃航道，以及港口的日常安全運(yùn)營管理提供了技術(shù)支撐。同時(shí)，也為國內(nèi)其他港口水域船舶通航安全管理提供借鑒。
[Abstract]:Guangzhou Port is one of the important coastal ports in China, and it is also the main hub port in South China. With the rapid growth of port cargo throughput, the scale of port construction is expanding, the density of ships is increasing day by day, and the navigation risk of ships in waters is increasing. According to statistics, in 2012, 38 water accidents of general grade and above occurred in the jurisdiction of Guangdong Maritime Bureau, of which 16 occurred in Guangzhou Bureau, accounting for 42.1% of the total number of water accidents, 11 people died and 5 ships sank, with a direct economic loss of 47.05 million yuan. Therefore, to carry out the evaluation and countermeasures of ship traffic safety in waters, to deeply analyze the causes of water traffic accidents, and to find and formulate targeted countermeasures to reduce water traffic accidents in Guangzhou Port, It is of great significance to build a safe port. This paper takes the water traffic safety management of Guangzhou Port as the main line, solves the dangerous factors in the process of production and operation as the entrance, on the basis of field investigation and literature retrieval, applies the theory and method of system safety to carry out the relevant research. The research results are as follows: (1) the navigation environment and traffic condition of ships in Guangzhou Port are investigated, and the risk factors affecting the safe operation of water traffic in Guangzhou Port are basically found out. (2) the navigation environment and traffic condition of ships in Guangzhou Port are analyzed, and the main factors affecting the navigation safety of Guangzhou Port are identified. According to the results of expert investigation, the weight of each influencing factor of the system is determined. (3) the evaluation model of ship traffic safety in Guangzhou Port is established by using fuzzy comprehensive evaluation theory and method. (4) the traffic safety risk of ships in Guangzhou Port is evaluated, and according to the evaluation results, the countermeasures to improve the traffic safety of ships in Guangzhou Port are put forward. The research results of this paper provide technical support for effectively improving the navigation safety environment and navigation conditions of ships in the waters of Guangzhou Port, reasonably planning the waterway, and the daily safety operation and management of the port. At the same time, it also provides a reference for the safety management of ship navigation in other port waters in China.
