X公司核設(shè)施安全運(yùn)行管理研究

【摘要】:X公司核設(shè)施種類較多、涉及工藝及放射性源項(xiàng)復(fù)雜、設(shè)施本質(zhì)安全性能參次不齊,核安全管理難度極大。為了確保各類設(shè)施的安全穩(wěn)定運(yùn)行,X公司本著核安全是核工業(yè)的生命線的基本要求,在嚴(yán)格執(zhí)行國(guó)家相關(guān)法規(guī)、標(biāo)準(zhǔn)的同時(shí),持續(xù)提高核設(shè)施固有安全水平、健全核安全管理體系與制度、加強(qiáng)現(xiàn)場(chǎng)管理、完善應(yīng)急體系、提高輻射防護(hù)與監(jiān)測(cè)能力,確保了核設(shè)施的安全運(yùn)行、從業(yè)人員的身體健康、環(huán)境與公眾安全。 核設(shè)施安全管理的內(nèi)涵是通過預(yù)防和減少危害來防范和減少事故,并減少或盡量避免核設(shè)施運(yùn)行中因事故所致的人員傷害、財(cái)物損失、污染環(huán)境及其他損失。企業(yè)應(yīng)根據(jù)現(xiàn)行的法規(guī)標(biāo)準(zhǔn)要求,對(duì)不同法規(guī)、標(biāo)準(zhǔn)之間的差異進(jìn)行分析研究,找出共同點(diǎn),之后建立健全本企業(yè)的核設(shè)施安全運(yùn)行管理模式。 本文通過調(diào)研國(guó)內(nèi)外核設(shè)施安全管理體系及現(xiàn)狀,重點(diǎn)對(duì)美國(guó)三哩島、日本福島等核事故原因進(jìn)行了深刻分析,采用歷史文獻(xiàn)分析法、比較分析法、PDCA質(zhì)量控制法等,對(duì)核設(shè)施安全運(yùn)行中存在的問題進(jìn)行了深入研究,針對(duì)X公司各類核設(shè)施安全運(yùn)行現(xiàn)狀,結(jié)合國(guó)家、部門管理法規(guī)要求,以及國(guó)家有關(guān)部門監(jiān)督檢查中存在的問題和企業(yè)生產(chǎn)、退役等核活動(dòng)的實(shí)際運(yùn)行效果,對(duì)本企業(yè)核設(shè)施安全運(yùn)行的管理模式進(jìn)行了進(jìn)一步的優(yōu)化和完善;對(duì)企業(yè)安全生產(chǎn)運(yùn)行管理中的輻射防護(hù)管理、放射性廢物管理、應(yīng)急管理、危險(xiǎn)源識(shí)別、安全文化建設(shè)等關(guān)鍵環(huán)節(jié)進(jìn)行了分析研究和優(yōu)化,研究制定了適合X公司安全管理的一系列有效對(duì)策和實(shí)施措施。這些對(duì)策和措施的實(shí)施,優(yōu)化和調(diào)整了公司的生產(chǎn)組織結(jié)構(gòu),滿足了公司核設(shè)施安全運(yùn)行管理的要求。
[Abstract]:There are many kinds of nuclear facilities in X Company, which involve complex process and radioactive source items, and the essential safety performance of the facilities is uneven, so it is very difficult to manage nuclear safety. In order to ensure the safe and stable operation of all kinds of facilities, Company X, in line with the basic requirement that nuclear safety is the lifeline of the nuclear industry, while strictly implementing the relevant national laws and standards, continues to improve the inherent safety level of nuclear facilities. Improve the nuclear safety management system and system, strengthen the field management, improve the emergency system, improve the radiation protection and monitoring ability, ensure the safe operation of nuclear facilities, the health of employees, environment and public safety. The connotation of safety management of nuclear facilities is to prevent and reduce accidents by preventing and reducing hazards, and to reduce or avoid personnel injury, property losses, environmental pollution and other losses caused by accidents in the operation of nuclear facilities. According to the requirements of the current laws and standards, enterprises should analyze and study the differences between different laws and standards, find out the common ground, and then establish and improve the safe operation and management mode of their nuclear facilities. Based on the investigation of the safety management system and present situation of nuclear facilities at home and abroad, this paper focuses on the deep analysis of the causes of nuclear accidents in the United States, Fukushima, Japan, etc., using historical literature analysis, comparative analysis, PDCA quality control and so on. This paper makes a deep study on the problems existing in the safe operation of nuclear facilities, and in view of the present situation of the safe operation of all kinds of nuclear facilities of Company X, combined with the requirements of the management laws and regulations of the state and departments, as well as the problems existing in the supervision and inspection of the relevant departments of the state and the production of enterprises, The actual operation effect of nuclear activities such as decommissioning has further optimized and improved the management mode of safe operation of nuclear facilities in our enterprise. The key links of radiation protection management, radioactive waste management, emergency management, hazard source identification and safety culture construction in the operation and management of enterprise safety are analyzed and optimized. A series of effective countermeasures and implementation measures suitable for safety management of X company are studied and worked out. The implementation of these countermeasures and measures has optimized and adjusted the production organization structure of the company and met the requirements of the safe operation and management of the company's nuclear facilities.
