高速公路維修施工項目的交通安全管理研究

【摘要】:本文結合國內外研究現(xiàn)況,對高速公路維修施工區(qū)的類型、特點、布設情況進行了總結;利用安全人機工程學對維修施工區(qū)的交通特性進行了分析,根據(jù)人、車、路和環(huán)境的特性分析了施工區(qū)的安全隱患和安全管理現(xiàn)狀。以某高速公路作為例證,調查統(tǒng)計并分析了其交通量和交通組成,提出了以統(tǒng)計結果為基礎的交通分流組織方案和維修施工控制區(qū)(警告區(qū)、上游過渡區(qū)、緩沖區(qū)、工作區(qū)、下游過渡區(qū)、終止區(qū))的長度計算方法,方便了施工控制區(qū)各分區(qū)的長度計算;另外,,將高速公路維修施工區(qū)作為一個完整的動態(tài)系統(tǒng),對其人、車、路和環(huán)境三個子系統(tǒng)提出了相應的交通安全管理措施。 通過對高速公路維修施工區(qū)交通安全管理的分析與研究,緩解了封閉行車道施工造成的交通擁堵和帶來的交通壓力;并且,對施工區(qū)的交通參與者和交通安全設施等要素提出了一對一的管理措施,能夠很好地從根本上消減施工引發(fā)的交通安全問題;此外,施工控制區(qū)長度計算方法的確定,能夠規(guī)范施工,從源頭上保證施工區(qū)的交通安全和施工作業(yè)的安全。總之,本文對實現(xiàn)高速公路維修施工安全和提高高速公路維修施工區(qū)的通行能力和服務質量具有積極意義。
[Abstract]:Based on the research status at home and abroad, this paper summarizes the types, characteristics and layout of expressway maintenance and construction area. The traffic characteristics of the maintenance construction area are analyzed by using safety ergonomics, and the safety hidden dangers and safety management status of the construction area are analyzed according to the characteristics of people, vehicles, roads and environment. Taking a expressway as an example, the traffic volume and traffic composition are investigated and analyzed, and the traffic diversion organization scheme and maintenance construction control area (warning area, upstream transition area, buffer zone, working area) based on the statistical results are put forward. The length calculation method of downstream transition area and terminal area is convenient for the calculation of the length of each zone in the construction control area. In addition, the highway maintenance and construction area is regarded as a complete dynamic system, and the corresponding traffic safety management measures are put forward for its three subsystems: human, vehicle, road and environment. Through the analysis and research on the traffic safety management in the maintenance and construction area of expressway, the traffic congestion and traffic pressure caused by the construction of closed carriageway are alleviated. Moreover, one-to-one management measures are put forward for the traffic participants and traffic safety facilities in the construction area, which can fundamentally reduce the traffic safety problems caused by the construction. In addition, the determination of the calculation method of the length of the construction control area can standardize the construction and ensure the traffic safety of the construction area and the safety of the construction operation from the source. In a word, this paper is of positive significance to realize the safety of highway maintenance construction and improve the traffic capacity and service quality of expressway maintenance construction area.
