【摘要】：我國目前正處于突發(fā)事件的多發(fā)期,各類災(zāi)害造成的損失和傷害與日劇增。如何從社區(qū)層面來有效抵抗自然災(zāi)害,降低災(zāi)害影響已經(jīng)成為各級政府和公眾關(guān)注的焦點、熱點和難點問題。社區(qū)抗逆力正是從社區(qū)層面來研究一定范圍內(nèi)的區(qū)域抵抗災(zāi)害和災(zāi)后恢復(fù)的綜合能力,已經(jīng)在國外學(xué)術(shù)界引起廣泛熱議,近幾年也得到了國內(nèi)學(xué)者的重視。本研究在對大量國外文獻研究的基礎(chǔ)上,探索了社區(qū)抗逆力的定義、影響因素和評價方法,并用實例來說明抗逆力系數(shù)的意義和影響因素的貢獻率。首先,本文追溯了抗逆力的來源,列舉了國外具有代表性的學(xué)者對社區(qū)抗逆力的定義,在此基礎(chǔ)上提出了社區(qū)抗逆力的一般定義,并區(qū)分了脆弱性、適應(yīng)性等相關(guān)概念；然后,在參考了社會脆弱性指數(shù)、風(fēng)險災(zāi)害指數(shù)等評價方法的指標(biāo)體系基礎(chǔ)上,運用文獻研究法、德爾菲法和綜合評價法等方法確定了影響社區(qū)抗逆力水平的一般指標(biāo)體系；為了更好的評價抗逆力水平,本研究提出了參考臨界,并把指標(biāo)的實際值和參考臨界作對比確定指標(biāo)抗逆力系數(shù),以此來確定綜合抗逆力系數(shù)和各因素的貢獻率；最后,本研究將評價方法應(yīng)用到具體社區(qū)來檢驗其實操性。由于目前國內(nèi)對社區(qū)抗逆力的研究尚處于起步階段,本研究提出的一般指標(biāo)體系和抗逆力系數(shù)的計算方法不僅有利于提升社區(qū)抗逆力建設(shè),更對社區(qū)層面研究抗逆力評價體系進行了深入探索。
[Abstract]:At present, our country is in the frequent period of sudden events, the loss and injury caused by all kinds of disasters increase dramatically. How to effectively resist natural disasters from the community level, and reduce the impact of disasters has become the focus, hot and difficult issues of all levels of government and the public. Community resilience is to study the comprehensive ability of regional disaster resistance and recovery in a certain range from the community level, which has been widely discussed in foreign academic circles. In recent years, domestic scholars have also paid attention to it. On the basis of a large number of foreign literatures, this study explores the definition, influencing factors and evaluation methods of community resilience, and illustrates the significance of resistance coefficient and contribution rate of influencing factors with examples. Firstly, this paper traces the origin of resilience, enumerates the definition of community resilience by representative foreign scholars, and then puts forward the general definition of community resilience, and distinguishes the related concepts of vulnerability and adaptability. Then, on the basis of reference to the index system of social vulnerability index and risk disaster index, the general index system which affects the level of community resilience is determined by using the methods of literature research, Delphi method and comprehensive evaluation method. In order to better evaluate the level of resistance, the reference critical value is put forward, and the index resistance coefficient is determined by comparing the actual value of the index with the reference critical value, so as to determine the comprehensive resistance coefficient and the contribution rate of each factor. Finally, this study applies the evaluation method to the specific community to test the actual maneuverability. Because the research on community resistance is still in its infancy at present, the general index system and the calculation method of resistance coefficient are not only beneficial to the construction of community resistance, but also be helpful to the construction of community resistance. It also makes a deep exploration on the evaluation system of resilience at the community level.
