【摘要】：云南省化學工業(yè)規(guī)模正不斷壯大,隨著中緬油氣管道的建設,中國石油云南1000萬噸／年煉油項目完成后,石油和化學工業(yè)作為云南省新的經濟增長點,將成為全省經濟發(fā)展的重點支柱產業(yè)之一。由于危險化學品固有的危險特性,以及生產過程的特殊危險工藝條件,容易導致火災、爆炸、毒物泄漏等重大安全生產事故,給人民的生命、財產安全和生活環(huán)境構成了重大威脅。 如何加強應急管理,預防和控制潛在的重特大危險化學品事故,降低或控制其造成的損失和影響,以確保危險化學品的生產安全和社會穩(wěn)定,實現(xiàn)化工行業(yè)協(xié)調發(fā)展、可持續(xù)發(fā)展,已成為各級政府管理者日益關心和需要解決的重大問題。 本文對云南省危險化學品安全生產事故應急管理中的法制建設、管理體制、運行機制、應急預案建設等情況進行歸納總結,通過危險化學品安全生產事故應急案例,分析存在的問題和原因,在借鑒國內外應急管理經驗的同時,從政府的角度,運用危機管理理論、多中心制度理論、事故致因理論,為促進云南省危險化學品安全生產事故應急管理工作,提出以下幾方面對策措施：一是強化政府責任,重視危機管理意識的培養(yǎng)；二是完善法規(guī)標準體系建設；三是優(yōu)化應急管理體系,構建多元化的危機治理主體；四是加強輿情管理,健全信息發(fā)布機制理平臺；五是應用先進科技及管理手段,完善綜合應急管理平臺；六是完善應急預案體系；七是夯實基礎,建設云南省危險化學品應急救援基地。
[Abstract]:The scale of Yunnan's chemical industry is growing. With the construction of the Sino-Myanmar oil and gas pipeline, after the completion of the 10 million ton / year refining project of PetroChina Yunnan, the petroleum and chemical industry has become a new economic growth point in Yunnan Province. Will become one of the key pillar industries of the province's economic development. Due to the inherent dangerous characteristics of dangerous chemicals and the special hazardous technological conditions of the production process, it is easy to cause serious safety accidents in production, such as fire, explosion, poison leakage and so on, to give people's lives, The security of property and the living environment constitute a major threat. How to strengthen emergency management, prevent and control potential serious and serious chemical accidents, reduce or control their losses and impacts, so as to ensure the production safety and social stability of hazardous chemicals and achieve the coordinated development of the chemical industry, Sustainable development has become an important problem that government managers at all levels pay more and more attention to and need to solve. This paper summarizes the legal system construction, management system, operation mechanism, emergency plan construction and so on in emergency management of hazardous chemicals safety production accidents in Yunnan Province, and through the emergency cases of safety production accidents of dangerous chemicals, Analyzing the existing problems and reasons, using the theory of crisis management, the theory of multi-center system and the theory of accident cause from the angle of government, while drawing lessons from the experience of emergency management at home and abroad. In order to promote the emergency management of hazardous chemicals safety accidents in Yunnan Province, the following countermeasures are put forward: first, strengthening the responsibility of the government and paying attention to the cultivation of crisis management consciousness; The second is to improve the system of regulations and standards, the third is to optimize the emergency management system, to build a diversified crisis governance main body, the fourth is to strengthen public opinion management, improve the information release mechanism platform; Five is to apply advanced science and technology and management means to improve the comprehensive emergency management platform; sixth, to improve the emergency plan system; seventh, to consolidate the foundation and build the emergency rescue base of hazardous chemicals in Yunnan Province.
