【摘要】：在總結(jié)分析近十年來我國重特大生產(chǎn)安全事故統(tǒng)計數(shù)據(jù)基礎上,歸納提出重特大生產(chǎn)安全事故發(fā)生的階段規(guī)律。通過進一步的研究發(fā)現(xiàn),重特大生產(chǎn)安全事故的發(fā)生與國家GDP增長速率、產(chǎn)業(yè)結(jié)構(gòu)布局情況和從業(yè)人員安全生產(chǎn)意識等要素之間存在著非常密切的關(guān)聯(lián)性。依據(jù)重特大生產(chǎn)安全事故發(fā)生規(guī)律,從加強風險控制、提高技術(shù)保障、提升應急能力、社會安全文化建設等方面,提出了遏制重特大生產(chǎn)安全事故的對策措施。
[Abstract]:On the basis of summarizing and analyzing the statistical data of serious and serious production safety accidents in recent ten years in China, this paper sums up and puts forward the stage regularity of the occurrence of serious and serious production safety accidents. Through further research, it is found that the occurrence of serious and serious production safety accidents is closely related to the growth rate of national GDP, the layout of industrial structure and the workers' consciousness of safety in production. According to the occurrence rule of serious production safety accidents, countermeasures are put forward to curb serious production safety accidents from the aspects of strengthening risk control, improving technical guarantee, enhancing emergency response capacity, and constructing social safety culture, etc.
