【摘要】：針對(duì)煤礦安全應(yīng)急管理主動(dòng)性和協(xié)調(diào)性缺乏易導(dǎo)致礦難事故發(fā)生的問題,提出基于網(wǎng)絡(luò)層次分析法(ANP)與序參量法的安全應(yīng)急管理耦合協(xié)調(diào)度評(píng)價(jià)模型。通過歸納煤礦安全應(yīng)急管理進(jìn)程中的耦合協(xié)調(diào)度,構(gòu)建包括5個(gè)子系統(tǒng)、11個(gè)序參量以及33個(gè)二級(jí)指標(biāo)的煤礦安全應(yīng)急管理耦合協(xié)調(diào)度評(píng)價(jià)指標(biāo)體系。借助超級(jí)決策軟件確定各指標(biāo)權(quán)重,然后采用序參量法對(duì)煤礦安全應(yīng)急管理的預(yù)防、準(zhǔn)備、響應(yīng)和恢復(fù)4個(gè)環(huán)節(jié)進(jìn)行協(xié)調(diào)度測(cè)算。結(jié)果表明:示例煤礦安全應(yīng)急管理的準(zhǔn)備與響應(yīng)兩環(huán)節(jié)的各子系統(tǒng)協(xié)調(diào)度最高,系統(tǒng)整體協(xié)調(diào)度較低。
[Abstract]:The coupling coordination degree evaluation model of safety emergency management based on network analytic hierarchy process (ANP) and sequential parameter method (SPM) is proposed to solve the problem that the lack of initiative and coordination in emergency management of coal mine can easily lead to mine accidents. By summing up the coupling coordination degree in the process of coal mine safety emergency management, the evaluation index system of coupling coordination degree of coal mine safety emergency management is constructed, which includes 5 subsystems, 11 order parameters and 33 secondary indexes. The weight of each index is determined by means of super decision-making software, and then the coordination degree of prevention, preparation, response and recovery of emergency management of coal mine safety is calculated by sequential parameter method. The results show that the coordination degree of each subsystem in the preparation and response of safety emergency management is the highest and the overall coordination degree of the system is low.
