基于可拓學(xué)的新加坡海峽航行環(huán)境安全評(píng)估

【摘要】:海上運(yùn)輸高效、清潔、安全,承擔(dān)著全球貿(mào)易中90%的貨物運(yùn)輸。伴隨著海運(yùn)業(yè)的發(fā)展,海上運(yùn)輸風(fēng)險(xiǎn)也不斷增大。日益繁忙的海上交通以及人們對(duì)海上人命、財(cái)產(chǎn)、環(huán)境安全的高標(biāo)準(zhǔn)和新要求,海運(yùn)安全評(píng)估迅速發(fā)展。 新加坡海峽是世界上最繁忙的通航水域之一,世界上連接700多個(gè)港口的400多條航線通過(guò)新加坡海峽。我國(guó)至歐洲、中東、非洲的絕大多數(shù)商晶貿(mào)易航線通過(guò)新加坡海峽,大約80%的原油進(jìn)口量運(yùn)輸途經(jīng)新加坡海峽。海峽內(nèi)航行環(huán)境與航行安全受到國(guó)際海事組織、海峽沿岸國(guó)及海峽使用國(guó)的高度重視。 論文結(jié)合新加坡海峽交通實(shí)況調(diào)查及對(duì)船長(zhǎng)及船舶駕駛員的問(wèn)卷調(diào)查,分析了海峽航行環(huán)境的特點(diǎn),根據(jù)可拓學(xué)理論建立了最優(yōu)點(diǎn)在區(qū)間右側(cè)的關(guān)聯(lián)函數(shù),以層次分析法及簡(jiǎn)單關(guān)聯(lián)函數(shù)賦值法確定組合權(quán)重,完成了新加坡海峽不同區(qū)域內(nèi)航路的航行環(huán)境安全評(píng)估。 基于可拓學(xué)的新加坡海峽航行環(huán)境安全評(píng)估,一方面能豐富新加坡海峽航行環(huán)境的安全評(píng)估方法,另一方面探索基于可拓學(xué)的評(píng)估方法的應(yīng)用新領(lǐng)域。研究新加坡海峽的通航環(huán)境安全,探索海峽內(nèi)風(fēng)險(xiǎn)分布規(guī)律,有助于減少因交通事故造成航道堵塞的概率,促進(jìn)海峽內(nèi)船舶安全航行。
[Abstract]:Sea transport is efficient, clean and safe, and it is responsible for 90% of global trade. With the development of maritime transportation industry, the risk of maritime transport is also increasing. Due to the increasingly busy maritime traffic and the high standards and new requirements for human life, property and environmental safety at sea, maritime safety assessment has developed rapidly. The Singapore Strait is one of the busiest navigable waters in the world. More than 400 routes connecting more than 700 ports pass through the Singapore Strait. The vast majority of commercial trade routes from China to Europe, the Middle East and Africa pass through the Singapore Strait, and about 80% of the crude oil imports are transported through the Singapore Strait. The navigation environment and navigation safety in the Straits are highly valued by the IMO, the countries bordering straits and the countries that use the Straits. In this paper, the characteristics of navigation environment in the Straits are analyzed, and the correlation function of the best in the right side of the channel is established according to the extenics theory, which is based on the survey of Singapore Strait traffic and the questionnaire survey on the captain and the ship driver. The combined weight is determined by analytic hierarchy process (AHP) and simple correlation function assignment method, and the safety assessment of navigation environment in different areas of the Singapore Strait is completed. The safety assessment of navigation environment in Singapore Strait based on Extenics can enrich the safety assessment method of navigation environment in Singapore Strait on the one hand and explore the new application field of the evaluation method based on Extenics on the other. The study of navigation environment safety in the Singapore Strait and the exploration of risk distribution in the Straits will help to reduce the probability of waterway blockage caused by traffic accidents and promote the safe navigation of ships in the Straits.
