【摘要】：水泥是國民經(jīng)濟(jì)的基礎(chǔ)原材料,水泥工業(yè)與經(jīng)濟(jì)建設(shè)密切相關(guān),隨著我國經(jīng)濟(jì)的發(fā)展,采用水上運(yùn)輸?shù)纳⒀b水泥數(shù)量將會(huì)逐步增加,成為固體散貨中的重要組成部分。因此,開展散裝水泥船舶水上運(yùn)輸安全研究,保障散裝水泥水上安全、高效和清潔運(yùn)輸,已成為當(dāng)前海事監(jiān)管中急需研究的一大重點(diǎn)內(nèi)容。 本文根據(jù)散裝水泥運(yùn)輸現(xiàn)狀,分析了散裝水泥不同運(yùn)輸船型和裝卸方式的優(yōu)越性及存在的缺陷,并對(duì)未來水泥船船型發(fā)展趨勢(shì)作了一定的論證。在對(duì)散裝水泥水上運(yùn)輸?shù)湫褪鹿寿Y料調(diào)研和對(duì)長興島港水泥運(yùn)輸?shù)膶?shí)際調(diào)查的基礎(chǔ)上,較詳細(xì)地分析了目前散裝水泥安全運(yùn)輸存在的主要問題,結(jié)合國際及國內(nèi)相關(guān)規(guī)章制度,提出了從裝貨前的準(zhǔn)備、裝卸過程中、完貨后及航行中的散裝水泥安全裝運(yùn)的相關(guān)注意事項(xiàng)。依據(jù)國際及國內(nèi)相關(guān)規(guī)定并結(jié)合我國海事監(jiān)管實(shí)踐,提山了較為完善的散裝水泥水上運(yùn)輸海事監(jiān)管模式和流程,從加強(qiáng)海事管理、船員管理、船公司管理、碼頭管理、船舶檢驗(yàn)監(jiān)督管理、人員防護(hù)、散裝水泥水上運(yùn)輸安全標(biāo)準(zhǔn)化七個(gè)方面,給出了有針對(duì)性的散裝水泥水上運(yùn)輸?shù)暮Ｊ卤O(jiān)管措施。
[Abstract]:Cement is the basic raw material of national economy. Cement industry is closely related to economic construction. With the development of economy in our country, the quantity of bulk cement using water transportation will increase gradually and become an important part of solid bulk cargo. Therefore, to carry out the research on the safety of bulk cement vessels on water, to ensure the safety, efficiency and clean transportation of bulk cement on water has become an important content in the current maritime supervision and control. According to the present situation of bulk cement transportation, this paper analyzes the advantages and defects of different types and loading and unloading modes of bulk cement, and demonstrates the development trend of cement ship types in the future. Based on the investigation of typical accident data of bulk cement transportation on water and the actual investigation on cement transportation in Changxing Island Port, the main problems existing in the safe transportation of bulk cement at present are analyzed in detail, and combined with international and domestic relevant rules and regulations, This paper puts forward the relevant points for attention from the preparation before loading, during loading and unloading, after loading and sailing, during the safe shipment of bulk cement. According to the relevant international and domestic regulations and the practice of maritime supervision in our country, this paper puts forward a relatively perfect maritime supervision mode and process of bulk cement water transportation, which includes strengthening maritime management, crew management, shipping company management, wharf management, etc. Seven aspects of ship inspection supervision and administration, personnel protection and safety standardization of bulk cement water transportation are presented. The corresponding maritime supervision measures for bulk cement water transportation are given.
