【摘要】：近年來,隨著我國科教興國戰(zhàn)略的大力實(shí)施,高等院校的招生規(guī)模不斷擴(kuò)大,實(shí)驗(yàn)室的建設(shè)也得到了不斷發(fā)展。然而,實(shí)驗(yàn)室的不斷擴(kuò)大,科研項(xiàng)目的增多,人員流動(dòng)性增強(qiáng),也增大了實(shí)驗(yàn)室各類事故的風(fēng)險(xiǎn)。因此,為了切實(shí)提高實(shí)驗(yàn)室的管理水平,實(shí)驗(yàn)室的安全管理亟待加強(qiáng)。 如何評價(jià)實(shí)驗(yàn)室的風(fēng)險(xiǎn)是實(shí)驗(yàn)室安全管理的核心。本研究通過總結(jié)和研究高校實(shí)驗(yàn)室安全管理的特點(diǎn),分析實(shí)驗(yàn)室可能出現(xiàn)的風(fēng)險(xiǎn)環(huán)節(jié),形成了構(gòu)建指標(biāo)體系進(jìn)行評價(jià)的思路。對于實(shí)驗(yàn)室可能產(chǎn)生風(fēng)險(xiǎn)的各個(gè)因素,在本研究中選取安全檢查表法,作為風(fēng)險(xiǎn)分析的方法,根據(jù)國內(nèi)外實(shí)驗(yàn)室安全管理先進(jìn)的現(xiàn)有經(jīng)驗(yàn)和相關(guān)法律法規(guī)標(biāo)準(zhǔn),建立了較為全面的高校實(shí)驗(yàn)室安全管理評價(jià)指標(biāo)體系,結(jié)合層次分析法較客觀的確定了各指標(biāo)的權(quán)重。經(jīng)過排序的權(quán)重表明在實(shí)驗(yàn)室安全管理中,各指標(biāo)的重要程度為危險(xiǎn)化學(xué)品管理個(gè)人防護(hù)用品廢棄物處置安全規(guī)章制度應(yīng)急與急救儀器與設(shè)備管理實(shí)驗(yàn)室衛(wèi)生及其他,該結(jié)論可以為管理者提供決策參考。然后,應(yīng)用模糊綜合評價(jià)法,構(gòu)建高校實(shí)驗(yàn)室安全管理評價(jià)體系模型,將高校實(shí)驗(yàn)室安全管理的問題定量化,應(yīng)用Excel作為最后數(shù)據(jù)結(jié)果統(tǒng)計(jì)分析的工具,簡化了計(jì)算的工作量。 本研究通過該模型對某高校環(huán)境工程研究型實(shí)驗(yàn)室進(jìn)行評價(jià),找出了該實(shí)驗(yàn)室主要在一級指標(biāo)“應(yīng)急與急救”、二級指標(biāo)“標(biāo)準(zhǔn)操作規(guī)程”方面存在的問題,提出改進(jìn)措施,并對未來高校實(shí)驗(yàn)室安全管理評價(jià)的研究做了展望。
[Abstract]:In recent years, with the vigorous implementation of the strategy of rejuvenating the country through science and education, the enrollment scale of colleges and universities has been continuously expanded, and the construction of laboratories has been continuously developed. However, the expansion of laboratory, the increase of scientific research projects and the increase of personnel mobility also increase the risk of various accidents in the laboratory. Therefore, in order to improve the level of laboratory management, laboratory safety management needs to be strengthened. How to evaluate the risk of laboratory is the core of laboratory safety management. This study summarizes and studies the characteristics of laboratory safety management in colleges and universities, analyzes the possible risk links in the laboratory, and forms the idea of constructing an index system for evaluation. In this study, the safety check table method is selected as the risk analysis method, according to the advanced experience of laboratory safety management at home and abroad and relevant laws and regulations standards, A comprehensive evaluation index system of laboratory safety management in colleges and universities is established, and the weight of each index is determined objectively with AHP. The ranking weight indicates that in laboratory safety management, the degree of importance of each index is hazardous chemicals management, personal protective products waste disposal, safety rules, regulations, emergency and first aid instruments and equipment management, laboratory hygiene and other, The conclusion can provide decision-making reference for managers. Then, the fuzzy comprehensive evaluation method is applied to construct the evaluation system model of university laboratory safety management. The problems of university laboratory safety management are quantified, and Excel is used as the tool of statistical analysis of final data results, which simplifies the workload of calculation. This study evaluates the environmental engineering research laboratory of a university through this model, finds out the problems existing in the first grade index "emergency and first aid" and the second grade index "standard operating rules", and puts forward the improvement measures. The future research of laboratory safety management evaluation in colleges and universities is prospected.
