【摘要】：民用爆炸物品被廣泛應(yīng)用于經(jīng)濟(jì)建設(shè)的各方面。因?yàn)槠湮ｋU(xiǎn)性和破壞性,它的管理關(guān)系到人民群眾的生命財(cái)產(chǎn)安全和社會(huì)穩(wěn)定。在廣泛查閱資料和相關(guān)文獻(xiàn)的基礎(chǔ)上,從民用爆炸物品管理現(xiàn)狀入手,簡(jiǎn)要從制度和實(shí)務(wù)上介紹了我國(guó)在民爆行業(yè)管理的成效,同時(shí)從個(gè)人、企業(yè)和政府方面淺要地分析了民用爆炸物品在安全管理方面的企業(yè)安全管理不力、政府監(jiān)管不善、制度建設(shè)不全等問(wèn)題,著重于行政管理和立法方面上提出了加強(qiáng)制度建設(shè)、推動(dòng)法律修訂、發(fā)動(dòng)社會(huì)監(jiān)督力量、采用信息化管理、發(fā)揮專業(yè)協(xié)會(huì)力量等建議,以期推動(dòng)民用爆炸物品的安全管理的完善。
[Abstract]:Civil explosives are widely used in various aspects of economic construction. Because of its danger and destructiveness, its management is related to the people's life and property safety and social stability. On the basis of extensive reference to information and related documents, starting with the current situation of civil explosive materials management, this paper briefly introduces the effectiveness of China's management in the civil explosive industry from the system and practice, and at the same time, from the individual, The enterprises and the government have analyzed the problems of the enterprise safety management in the safety management of the civil explosive materials, the government supervision is not good, the system construction is not complete, and so on, and put forward to strengthen the system construction in the administrative management and the legislation aspect. In order to improve the safety management of civil explosive materials, we should promote the revision of laws, mobilize social supervision, adopt information management, and give full play to the strength of professional associations.
