【摘要】：首次通過解析結(jié)構(gòu)模型對(duì)多式聯(lián)運(yùn)網(wǎng)絡(luò)的風(fēng)險(xiǎn)因素結(jié)構(gòu)問題進(jìn)行了深入研究,旨在揭示多式聯(lián)運(yùn)網(wǎng)絡(luò)風(fēng)險(xiǎn)因素之間的復(fù)雜層級(jí)關(guān)系。以多式聯(lián)運(yùn)網(wǎng)絡(luò)為研究對(duì)象,首先分析了多式聯(lián)運(yùn)網(wǎng)絡(luò)風(fēng)險(xiǎn)內(nèi)涵,接著從外部和內(nèi)部因素兩方面對(duì)多式聯(lián)運(yùn)網(wǎng)絡(luò)風(fēng)險(xiǎn)因素的構(gòu)成進(jìn)行辨識(shí),進(jìn)而構(gòu)建了多式聯(lián)運(yùn)網(wǎng)絡(luò)風(fēng)險(xiǎn)因素的多級(jí)遞階解析結(jié)構(gòu)模型,最終探究了多式聯(lián)運(yùn)網(wǎng)絡(luò)風(fēng)險(xiǎn)因素的結(jié)構(gòu)及層級(jí)關(guān)系。結(jié)果表明,多式聯(lián)運(yùn)網(wǎng)絡(luò)風(fēng)險(xiǎn)影響因素分為5個(gè)層次,其中頂層因素指多式聯(lián)運(yùn)網(wǎng)絡(luò)的運(yùn)行安全,最直接因素包括外部環(huán)境和網(wǎng)絡(luò)節(jié)點(diǎn),關(guān)鍵性因素包括載運(yùn)工具、聯(lián)運(yùn)線路及技術(shù)手段,基礎(chǔ)性因素包括經(jīng)濟(jì)發(fā)展?fàn)顩r、政策法律法規(guī)及人員能力素質(zhì),而深層次因素是組織管理因素。
[Abstract]:For the first time, the problem of risk factor structure of multimodal transport network is studied deeply by analytic structure model, in order to reveal the complex hierarchical relationship between the risk factors of multimodal transport network. Taking multimodal transport network as the research object, this paper first analyzes the connotation of multimodal transport network risk, and then identifies the composition of multimodal transport network risk factors from external and internal factors. Furthermore, the multilevel hierarchical analytical structure model of multimodal transport network risk factors is constructed, and the structure and hierarchical relationship of multimodal transport network risk factors are finally explored. The results show that the risk factors of multimodal transport network can be divided into five levels, among which the top-level factor refers to the operation safety of multimodal transport network, the most direct factors include external environment and network nodes, and the key factors include transportation tools. The basic factors include economic development, policies, laws and regulations, and the quality of personnel, while the deep-seated factors are organizational and management factors.
