【摘要】：為深入剖析安全評(píng)價(jià)制度市場(chǎng)化運(yùn)行中目標(biāo)偏離的原因及形成機(jī)理,本文通過深度訪談,應(yīng)用扎根理論研究方法,提煉并構(gòu)建了三個(gè)參與主體行為交互作用下的制度運(yùn)行目標(biāo)偏離形成機(jī)理的理論模型,并對(duì)該模型進(jìn)行分析。研究結(jié)果表明,地方安監(jiān)部門、服務(wù)機(jī)構(gòu)和中小企業(yè)分別在自身主導(dǎo)邏輯與資源依賴的共同作用下,受其余兩個(gè)主體行為影響,最終采取儀式性監(jiān)管、自保性逐利和象征性遵從行為策略。這些行為均屬消極,并在交互過程中相互起負(fù)向影響,最終導(dǎo)致安全評(píng)價(jià)制度運(yùn)行目標(biāo)偏離。
[Abstract]:In order to deeply analyze the reason and formation mechanism of the target deviation in the market-oriented operation of the safety evaluation system, this paper applies the method of rooted theory research through in-depth interviews. This paper abstracts and constructs three theoretical models of institutional operational objective deviation from the formation mechanism under the interaction of the main body's behavior, and analyzes the model. The results show that local security supervision departments, service agencies and small and medium-sized enterprises, under the joint action of their own dominant logic and resource dependence, are influenced by the other two main bodies' behaviors, and finally adopt ritual supervision. Self-preservation pursuit of profit and symbolic compliance behavior strategy. These behaviors are negative and have a negative influence on each other in the process of interaction, which leads to the deviation of the operational target of the safety evaluation system.
