【摘要】：隨著我國國民經(jīng)濟的平穩(wěn)較快發(fā)展,特別是對全國電力消費的重工業(yè)結(jié)構(gòu)的發(fā)展增加了,對于電網(wǎng)公司在整個國家能源產(chǎn)業(yè)鏈當(dāng)中承擔(dān)著基礎(chǔ)公共服務(wù)的這樣一個壟斷性企業(yè),電網(wǎng)能否安全運行直接關(guān)系到公共安全,社會穩(wěn)定,電力行業(yè)也逐步建立了一套較為健全的安全生產(chǎn)的規(guī)章制度,以保障電力供應(yīng)的平穩(wěn)運行。然而,在一定程度上目前我國電力安全生產(chǎn)形勢仍然不容樂觀,電力人身傷亡責(zé)任事故和電力安全事件頻發(fā),部分企業(yè)安全隱患突出,電網(wǎng)風(fēng)險依然存在。其它行業(yè)如煤礦、非煤礦山、冶金等已經(jīng)開展了安全生產(chǎn)標準化建設(shè)相關(guān)工作。因此,電力行業(yè)安全生產(chǎn)標準化十分重要,本文擬對鄂爾多斯電業(yè)局進行了安全生產(chǎn)標準化研究。本文運用安全生產(chǎn)標準化的相關(guān)理論,結(jié)合鄂爾多斯電業(yè)局安全生產(chǎn)標準化的現(xiàn)狀,對該電業(yè)局安全生產(chǎn)標準化建設(shè)的可行性,以及體系功能和性能需求進行了詳細分析,分析了電力企業(yè)安全生產(chǎn)標準化的特點和電力企業(yè)建立一套科學(xué)可行的安全生產(chǎn)標準的必要性。本文以鄂爾多斯為研究對象,對安全生產(chǎn)標準化進行了全面的必要性分析、效益分析,介紹了安全生產(chǎn)標準化體系的內(nèi)容,詳細闡述了該體系在安全生產(chǎn)目標、組織機構(gòu)和職責(zé)、安全生產(chǎn)投入等方面的具體內(nèi)容,介紹了安全生產(chǎn)標準化在鄂爾多斯電業(yè)局的應(yīng)用,基于鄂爾多斯電業(yè)局現(xiàn)狀,有針對性的設(shè)計了適用于電力行業(yè)的安全生產(chǎn)標準化體系,并分析了安全生產(chǎn)標準化體系的應(yīng)用效果。本文還對安全生產(chǎn)標準化在鄂爾多斯電業(yè)局的應(yīng)用進行了效益評價。本文結(jié)合鄂爾多斯電業(yè)局自身的特點和當(dāng)前經(jīng)濟發(fā)展對電力企業(yè)安全生產(chǎn)提出的新的要求,促使鄂爾多斯電業(yè)局的安全生產(chǎn)情況持續(xù)改進。
[Abstract]:With the steady and rapid development of China's national economy, especially the increase in the heavy industrial structure of the national electricity consumption, the power grid companies are undertaking such a monopoly of basic public services in the entire national energy industry chain. The safe operation of power grid is directly related to the public safety and social stability. The electric power industry has gradually established a set of relatively sound rules and regulations for safe production in order to ensure the smooth operation of power supply. However, to a certain extent, the situation of electric power safety production is still not optimistic in our country, the accidents of personal injury and power safety incidents occur frequently, some enterprises' safety hidden danger is prominent, and the power network risk still exists. Other industries such as coal mines, non-coal mines, metallurgy and so on have carried out work related to the standardization of production safety. Therefore, it is very important to standardize production safety in electric power industry. Based on the relevant theory of safety production standardization and the present situation of safety production standardization in Ordos Electric Power Bureau, the feasibility of the construction of safety production standardization, system function and performance requirement are analyzed in detail. The characteristics of safety production standardization in electric power enterprises and the necessity of establishing a set of scientific and feasible safety production standards are analyzed. This paper takes Ordos as the research object, carries on the comprehensive necessity analysis, the benefit analysis to the safety production standardization, has introduced the safety production standardization system content, elaborated this system in the safety production goal, This paper introduces the application of safety production standardization in Ordos Electric Power Bureau, based on the present situation of Ordos Electric Power Bureau. The safety production standardization system suitable for electric power industry is designed, and the application effect of safety production standardization system is analyzed. This paper also evaluates the application of safety production standardization in Ordos Electric Power Bureau. Combined with the characteristics of Ordos Electric Power Bureau and the new requirements of the current economic development on the safety production of the electric power enterprises, this paper promotes the continuous improvement of the safety production situation of the Ordos Electric Power Bureau.
