衢山港區(qū)及附近水域安全通航研究
[Abstract]:By virtue of its unique location advantage and deep-water shoreline resources, Qushan Port area has become a very important bulk cargo storage and processing base in Zhoushan River and Sea Transport Service Center. It plans to build a snake moving door operation area and a Qushannan operation area. Yulanghu operation area and Huangze Mountain operation area four operation areas. At present, the Yulanghu operation area of Qushan Port area has completed one unloading terminal and one loading terminal each. The unloading terminal can be berthed at 400000 tons bulk carriers. On September 23, 2016, The 400,000-ton ore ship "visionary sea", which is loaded with Brazilian iron ore, is first berth, marking the first time for China to unload the largest ore ship in the world in the south of the Yangtze River. With the continuous improvement of Qushan Port area, more international large ore vessels and bulk carriers will be accepted. Because the navigation environment around Qushan Port area is relatively complex, the northern part is the main channel for entering and leaving Yangshan Port, and the southern part is the main channel for entering and leaving Daishan Port. At the same time, there are a large number of small vessels and fishing boats in the vicinity, with a large number of vessels. The traffic flow is complex, which can easily lead to traffic accidents. Therefore, it is necessary to carry out the research on the safety and navigation of ships in Qushan Port area, to evaluate the risk factors affecting the safety and navigation, and to put forward the countermeasures and suggestions for safe navigation, so as to actively serve the development of sea and river transport in Zhoushan. On the basis of investigation, this paper first expounds the environmental situation of Qushan Port and its adjacent waters, and analyzes the location of port area, meteorology, hydrology, channel condition and traffic flow. Secondly, the minimum width and water depth required for one-way navigation of large bulk carriers are calculated by using the General Port plane Design Code, and the countermeasures and suggestions for channel construction and safe navigation for large ships are put forward. Then according to the basic principles of safety system engineering, according to the human factors, ship factors, environmental factors and management factors, the 18 basic risk factors affecting the safe navigation of ships are determined. By using fuzzy comprehensive evaluation and expert evaluation, the risk factors are quantitatively analyzed and the importance of risk factors is obtained. Finally, the author puts forward to strengthen diversified propaganda, enhance crew safety awareness, strengthen crew training, enhance business level, further transform channel conditions, and create a good port navigation environment. Strengthen the construction of management system, strengthen the law enforcement, give play to the organization and coordination of trade associations, protect the basic interests of crew and other countermeasures.
