基于數(shù)據(jù)包絡(luò)法的安全績效指標(biāo)有效性測(cè)評(píng)研究
[Abstract]:With the development of science and technology and the increasing complication of production activities, in order to improve the level of safety management, it is more and more important to combine the relevant advanced technology and theory to carry out safety management. As the embodiment of safety management effect, safety performance measurement is an important part of safety management. The research on safety performance at home and abroad has gradually matured and put forward a lot of performance index system. As the carrier of safety performance, safety performance index is also an important content of safety performance research. Whether it is scientific or not concerns the objectivity and impartiality of the measurement of safety performance. However, there are few researches on the effectiveness of safety performance indicators, so it is necessary to explore and study the methods of evaluating the effectiveness of safety performance indicators. Through the analysis and research on the evaluation method of the related multi-dimensional index system, it is found that the data envelopment method can avoid the influence of subjective factors to the maximum extent in the evaluation of multi-index system, and has strong objectivity and impartiality. Therefore, this paper attempts to use the data envelope method to evaluate the effectiveness of security performance indicators. Firstly, this paper summarizes and summarizes the safety performance index system put forward by predecessors, and puts forward a general safety performance index system combined with its own understanding of safety management. Then this paper quantifies these performance indicators by using the quantitative method of relevant indicators, which makes the quantitative data can objectively reflect the work content of the index, and make the quantization operational as far as possible. According to the definition of input index and output index, as well as the purpose and significance of safety management, the quantitative index of safety performance is divided into two categories: input index and output index. Then this paper attempts to use the data envelope method to measure the safety performance from the perspective of safety efficiency. Based on the results of data envelopment analysis, this paper analyzes the effectiveness of these safety performance indicators by using "index elimination method". Finally, in order to verify the feasibility of the research method, this paper carried out empirical analysis and research. Taking the work of safety management of special equipment from 2006 to 2011 as the research object, and based on the typical indicators to describe its management performance, this paper uses the data envelopment method to evaluate the safety performance of these years. Some suggestions for improving safety management in years with poor safety management performance are put forward. After the initial evaluation, the effectiveness of these typical indicators of safety management of special equipment is evaluated by the method of index elimination, and the weight relationship of these performance indicators is analyzed. Through analysis, it is found that these performance indicators are objective and effective. This paper verifies the objectivity and feasibility of the data envelopment method in evaluating the effectiveness of safety performance indicators through theoretical research and case analysis, and some research results have been obtained.
