【摘要】：安全生產(chǎn)是指在生產(chǎn)經(jīng)營活動中,為避免發(fā)生造成人員傷害和財產(chǎn)損失的事故,有效消除或控制危險和有害因素而采取一系列措施,使生產(chǎn)過程在符合規(guī)定的條件下進行,以保證從業(yè)人員的人身安全與健康,設備和設施免受損壞,環(huán)境免遭破壞,保證生產(chǎn)經(jīng)營活動得以順利進行的相關活動。地方政府安全生產(chǎn)監(jiān)管力度直接影響全國的安全生產(chǎn),因此加強地方政府安全生產(chǎn)監(jiān)管建設至關重要。大力推動地方各級安全生產(chǎn)監(jiān)管機構建設,進一步健全和完善安全生產(chǎn)監(jiān)管體制,在安全生產(chǎn)監(jiān)管工作中全面履行政府職能,提高安監(jiān)執(zhí)法權威性,才能找準定位、理順關系,肩負起推進依法治安、實現(xiàn)安全發(fā)展的神圣使命。本文通過對常熟市安全生產(chǎn)監(jiān)管現(xiàn)狀與存在的問題進行論述,并且系統(tǒng)分析導致其存在問題的原因,通過對西方發(fā)達國家安全生產(chǎn)監(jiān)管可行辦法和先進經(jīng)驗的學習借鑒,提出地方政府安全生產(chǎn)監(jiān)管策略,在安全生產(chǎn)監(jiān)管隊伍建設、安全生產(chǎn)綜合監(jiān)管力度、提高安全生產(chǎn)監(jiān)管工作重要性的認識等方面加大工作力度,積極尋求破解地方政府安全生產(chǎn)監(jiān)管的難題的途徑,為地方政府部門開展安全生產(chǎn)工作提供有益借鑒。
[Abstract]:Safety in production refers to the adoption of a series of measures to effectively eliminate or control dangerous and harmful factors in production and business activities in order to avoid accidents that cause injury to persons and property losses, so that the production process can be carried out in accordance with the prescribed conditions. To ensure the personal safety and health of employees, equipment and facilities from damage, environmental damage, to ensure the smooth conduct of production and business activities related activities. Therefore, it is very important to strengthen the supervision and construction of local government safety production. We should vigorously promote the construction of local production safety supervision agencies at all levels, further improve and perfect the safety production supervision system, fully perform the government functions in the work of production safety supervision and control, and enhance the authority of safety supervision and law enforcement in order to find a correct position and straighten out the relationship. To shoulder the sacred mission of promoting law and order according to law and achieving security and development. This paper discusses the present situation and existing problems of production safety supervision in Changshu City, and systematically analyzes the reasons leading to the problems, and draws lessons from the study of feasible methods and advanced experience of safety production supervision in western developed countries. Put forward the local government safety production supervision strategy, in the safety production supervision team construction, safety production comprehensive supervision efforts, improve the importance of production safety supervision work, etc. To find the way to solve the difficult problem of local government safety production supervision, and to provide useful reference for local government departments to carry out safety production work.
