煤礦瓦斯爆炸應(yīng)急救援組織管理研究

【摘要】:本文首先總結(jié)了煤礦瓦斯爆炸的災(zāi)害特征及其衍變規(guī)律。其次,以時(shí)間序列為基礎(chǔ),構(gòu)建了煤礦應(yīng)急救援系統(tǒng);將煤礦應(yīng)急救援系統(tǒng)結(jié)構(gòu)視為信息結(jié)構(gòu),從信息系統(tǒng)的角度出發(fā),將組織結(jié)構(gòu)抽象為網(wǎng)絡(luò),找出了煤礦應(yīng)急救援系統(tǒng)的有序性和柔性;引入了復(fù)雜系統(tǒng)脆性理論,進(jìn)而分析了煤礦應(yīng)急救援系統(tǒng)的脆性;結(jié)合C2組織設(shè)計(jì)理論,提出了戰(zhàn)時(shí)煤礦應(yīng)急救援組織設(shè)計(jì)方法,并建立了煤礦應(yīng)急救援組織結(jié)構(gòu)C3模式;提出了煤礦應(yīng)急救援組織效率的檢驗(yàn)方法,進(jìn)行了實(shí)例應(yīng)用研究。最后,根據(jù)任務(wù)分解原則和分解方法,將煤礦瓦斯爆炸后的救援目標(biāo)分解為多個(gè)子任務(wù),建立子任務(wù)分級模型,確定子任務(wù)執(zhí)行的優(yōu)先順序;將所有參與應(yīng)急救援的作戰(zhàn)單元都納入戰(zhàn)場管理,建立了井下災(zāi)害環(huán)境的動(dòng)態(tài)監(jiān)測和預(yù)警機(jī)制,實(shí)時(shí)獲取、處理、傳輸和分析應(yīng)急救援現(xiàn)場環(huán)境信息,實(shí)現(xiàn)了對救援力量的動(dòng)態(tài)調(diào)動(dòng)。
[Abstract]:In this paper, the disaster characteristics and evolution law of coal mine gas explosion are summarized. Secondly, based on the time series, the coal mine emergency rescue system is constructed, the structure of the coal mine emergency rescue system is regarded as the information structure, and the organization structure is abstracted into the network from the view of the information system. Find out the order and flexibility of coal mine emergency rescue system, introduce the brittleness theory of complex system, then analyze the brittleness of coal mine emergency rescue system, combine C2 organization design theory, put forward the design method of coal mine emergency rescue organization in wartime. The C3 model of coal mine emergency rescue organization structure is established, and the testing method of coal mine emergency rescue organization efficiency is put forward, and the practical application research is carried out. Finally, according to the task decomposition principle and the decomposition method, the rescue target after coal mine gas explosion is decomposed into several sub-tasks, the sub-task classification model is established, and the priority order of sub-task execution is determined. All the combat units involved in emergency rescue are brought into battlefield management, and the dynamic monitoring and early warning mechanism of underground disaster environment is established to obtain, process, transmit and analyze the environmental information of emergency rescue scene in real time. The dynamic mobilization of rescue forces has been realized.
