煤礦企業(yè)安全系統(tǒng)進(jìn)化機(jī)制研究

【摘要】:近年來,我國煤礦安全生產(chǎn)形勢(shì)得到了明顯好轉(zhuǎn),但仍未達(dá)到社會(huì)可接受風(fēng)險(xiǎn)水平,安全生產(chǎn)壓力依然較大。當(dāng)前的研究主要是基于“事故”和“風(fēng)險(xiǎn)”的“逆向”研究和“中間”研究,而基于“系統(tǒng)”的正向研究較少。立足于煤礦安全生產(chǎn)形勢(shì)的變化,基于企業(yè)系統(tǒng)的正向研究視角,研究煤礦企業(yè)安全系統(tǒng)演化的影響因素及其相互作用機(jī)制是非常必要的,可為煤礦企業(yè)安全生產(chǎn)決策和我國煤礦安全生產(chǎn)形勢(shì)的進(jìn)一步好轉(zhuǎn)提供依據(jù)。主要內(nèi)容及成果如下:基于企業(yè)系統(tǒng)的研究現(xiàn)狀和經(jīng)濟(jì)性功能目標(biāo),結(jié)合安全系統(tǒng)思想,建立了企業(yè)安全系統(tǒng)的概念;通過理論分析,確定了企業(yè)安全系統(tǒng)所具有的5個(gè)系統(tǒng)特性,即演化特性、自組織特性、他組織特性、極限特性、復(fù)雜適應(yīng)特性。通過對(duì)進(jìn)入21世紀(jì)后的煤礦企業(yè)系統(tǒng)演化過程進(jìn)行分析,認(rèn)為煤礦企業(yè)安全系統(tǒng)在這一時(shí)期的演化特征總體表現(xiàn)為進(jìn)化,且當(dāng)前我國煤礦安全生產(chǎn)所處的階段為法制監(jiān)管下的安全保證階段;針對(duì)我國煤礦企業(yè)安全系統(tǒng)進(jìn)化的動(dòng)力因素進(jìn)行了分析,并通過結(jié)構(gòu)方程建模進(jìn)行了驗(yàn)證。在現(xiàn)有事故致因因素研究的基礎(chǔ)上,考察了近十年煤礦企業(yè)安全系統(tǒng)物質(zhì)條件、人員安全素質(zhì)、系統(tǒng)性因素和社會(huì)性因素4個(gè)因素7個(gè)方面的進(jìn)化趨勢(shì),提出了基于事故系統(tǒng)觀的進(jìn)化模型。對(duì)煤礦企業(yè)安全系統(tǒng)適應(yīng)性學(xué)習(xí)機(jī)制進(jìn)行研究,提出了基于業(yè)務(wù)范圍和組織結(jié)構(gòu)的主體劃分方式;并在個(gè)體學(xué)習(xí)的行為模型基礎(chǔ)上,運(yùn)用組織成員個(gè)體學(xué)習(xí)的聚集和標(biāo)識(shí)機(jī)制,提出了煤礦企業(yè)安全系統(tǒng)主體的學(xué)習(xí)模型。分別從系統(tǒng)整體、工作環(huán)境、個(gè)體三個(gè)角度對(duì)煤礦企業(yè)安全系統(tǒng)的逐級(jí)分叉演化過程進(jìn)行了分析;分析了煤礦企業(yè)安全系統(tǒng)在演化過程中的突變現(xiàn)象,得到了系統(tǒng)不同層次不同控制變量下的突變路徑;結(jié)合對(duì)系統(tǒng)安全狀態(tài)的語言描述習(xí)慣和尖點(diǎn)突變條件,提出了煤礦安全系統(tǒng)演化過程中尖點(diǎn)突變模型的定量化表征方法。借助于系統(tǒng)科學(xué)中涌現(xiàn)的研究成果,分析了煤礦企業(yè)安全系統(tǒng)在演化過程中的涌現(xiàn)現(xiàn)象,研究了煤礦企業(yè)安全系統(tǒng)涌現(xiàn)現(xiàn)象的產(chǎn)生機(jī)制,提出了煤礦企業(yè)安全系統(tǒng)涌現(xiàn)的概念模型。為科學(xué)認(rèn)識(shí)煤礦企業(yè)安全系統(tǒng)各要素相互作用的結(jié)果,從系統(tǒng)整體功能涌現(xiàn)的角度提出了功能涌現(xiàn)評(píng)價(jià)的五要素,構(gòu)建了煤礦企業(yè)安全系統(tǒng)功能涌現(xiàn)評(píng)價(jià)的評(píng)價(jià)指標(biāo)體系,應(yīng)用層次分析法確定了各評(píng)價(jià)指標(biāo)的權(quán)值?傮w上,本文拓寬了安全生產(chǎn)領(lǐng)域的研究視角,構(gòu)建了基于系統(tǒng)的正向研究框架,具有重要的理論價(jià)值,同時(shí),也為煤礦企業(yè)的安全生產(chǎn)實(shí)踐提供參考依據(jù)。
[Abstract]:In recent years, the situation of coal mine safety in our country has been obviously improved, but it has not reached the level of acceptable risk, and the pressure of safety production is still great. The current research is mainly based on "accident" and "risk" reverse "research and" intermediate "research, while" system "based on the forward research is less. Based on the change of the situation of coal mine safety production, it is necessary to study the influencing factors and the interaction mechanism of the coal mine safety system evolution from the perspective of the forward research of the enterprise system. It can provide the basis for the decision of coal mine enterprise safety production and the further improvement of coal mine safety production situation in our country. The main contents and achievements are as follows: based on the current research situation of enterprise system and the economic function goal, the concept of enterprise security system is established by combining the idea of security system, and the concept of enterprise security system is established through theoretical analysis. Five characteristics of enterprise security system are determined, which are evolution characteristic, self-organization characteristic, other organization characteristic, limit characteristic and complex adaptability characteristic. Through the analysis of the evolution process of coal mining enterprise system after entering the 21st century, it is concluded that the evolution characteristics of coal mine enterprise safety system in this period are as a whole evolution. At present, the stage of coal mine safety production in our country is the stage of safety assurance under the supervision of legal system, and the dynamic factors of the evolution of safety system of coal mine enterprises in our country are analyzed, and verified by structural equation modeling. On the basis of the existing research on the factors causing accidents, this paper investigates the evolution trend of the four factors of coal mine safety system material condition, personnel safety quality, systematic factor and social factor in the last ten years. An evolutionary model based on accident system view is proposed. In this paper, the adaptive learning mechanism of safety system in coal mining enterprises is studied, and the main body division method based on business scope and organization structure is put forward, and based on the behavior model of individual learning, the aggregation and marking mechanism of individual learning of organizational members is used. The learning model of the main body of the safety system in coal mining enterprises is put forward. This paper analyzes the evolution process of coal mine enterprise safety system from three angles of the whole system, working environment and individual, and analyzes the sudden change of coal mine enterprise safety system in the process of evolution. The catastrophe paths under different control variables at different levels of the system are obtained, and a quantitative representation method of the cusp mutation model in the evolution process of the coal mine safety system is proposed, which combines the linguistic description habit and the cusp mutation condition of the system safety state. With the help of the emerging research results in systems science, the emergence of safety systems in coal mining enterprises is analyzed, and the mechanism of emergence of safety systems in coal mines is studied. A conceptual model for the emergence of safety systems in coal mining enterprises is proposed. In order to understand scientifically the result of interaction of various elements of safety system in coal mine enterprises, the paper puts forward five elements of evaluation of function emergence from the point of view of the emergence of whole function of system, and constructs the evaluation index system of function emergence of safety system of coal mine enterprise. The weight of each evaluation index is determined by AHP. In general, this paper broadens the research perspective in the field of production safety, and constructs a system-based forward research framework, which has important theoretical value, and also provides a reference for the practice of safety production in coal mining enterprises.
