【摘要】：隨著我國經(jīng)濟(jì)建設(shè)與社會(huì)建設(shè)的較快發(fā)展,城市自然災(zāi)害應(yīng)急管理研究得到了越來越多的關(guān)注。目前城市自然災(zāi)害應(yīng)急管理的研究多著眼于政府層面,尚未對(duì)社會(huì)力量在城市自然災(zāi)害應(yīng)急管理中的作用進(jìn)行詳細(xì)論證。為研究社會(huì)力量在城市自然災(zāi)害應(yīng)急活動(dòng)中的現(xiàn)狀,在堅(jiān)持政府主導(dǎo)的原則下分析了社會(huì)參與在城市自然災(zāi)害應(yīng)急管理中的重要作用,提出了社會(huì)力量參與城市自然災(zāi)害應(yīng)急管理的評(píng)價(jià)指標(biāo)體系,并進(jìn)一步構(gòu)建了基于G1方法的城市應(yīng)急管理中社會(huì)參與的評(píng)價(jià)模型,對(duì)社會(huì)參與進(jìn)行定量化分析。在此基礎(chǔ)上,以太原市為例進(jìn)行了實(shí)證研究,根據(jù)評(píng)價(jià)結(jié)果了解到太原市社會(huì)參與的狀況,并找到社會(huì)參與做的比較好和存在不足的地方,并提出一些改善意見以提高城市自然災(zāi)害應(yīng)急管理中的社會(huì)參與水平。
[Abstract]:With the rapid development of economic and social construction in China, more and more attention has been paid to the study of urban natural disaster emergency management. At present, the research of urban natural disaster emergency management is mostly focused on the government level, but the role of social forces in urban natural disaster emergency management has not been demonstrated in detail. In order to study the current situation of social forces in urban natural disaster emergency response, this paper analyzes the important role of social participation in urban natural disaster emergency management under the principle of government leading. The evaluation index system of social force participating in urban natural disaster emergency management is put forward, and the evaluation model of social participation in urban emergency management based on G1 method is further constructed, and the quantitative analysis of social participation is carried out. On this basis, taking Taiyuan City as an example, the paper makes an empirical study, and finds out the status of social participation in Taiyuan City according to the evaluation results, and finds out the good and insufficient places of social participation. Some suggestions are put forward to improve the level of social participation in urban natural disaster emergency management.
