網(wǎng)絡(luò)化交通條件下大型人流聚集點應(yīng)急指揮系統(tǒng)的研究

【摘要】:隨著我國城市化進(jìn)程的不斷推進(jìn),如何科學(xué)系統(tǒng)地進(jìn)行突發(fā)公共事件的防范、預(yù)警和采取應(yīng)對機制和措施,成為了近來管理實踐和研究的熱點問題。合理運用網(wǎng)絡(luò)化的城市道路開展救援工作,這可以提升應(yīng)急系統(tǒng)的應(yīng)急能力,這就是城市網(wǎng)絡(luò)化交通條件的好處。在城市突發(fā)公共事件應(yīng)急體系中,應(yīng)急指揮系統(tǒng)是其中一個重要的組成部分。它她是保障救援活動得以開展的基礎(chǔ)和前提條件。一個高效的應(yīng)急指揮系統(tǒng)對于提高應(yīng)急響應(yīng)能力、節(jié)約救援時間、降低生命財產(chǎn)損失具有重要的作用。 本文首先對突發(fā)事件和大型人流聚集點的內(nèi)涵進(jìn)行介紹。然后在城市應(yīng)急組織相關(guān)3要素的基礎(chǔ)上分析了城市應(yīng)急系統(tǒng)的構(gòu)成。接著以城市中突發(fā)事件下大型人流聚集點應(yīng)急疏散指揮系統(tǒng)為對象,分析了應(yīng)急指揮系統(tǒng)的組織功能和運行流程。為了提高城市應(yīng)急指揮系統(tǒng)快速響應(yīng)能力和子系統(tǒng)的快速決策能力,本文從信息處理、物資集結(jié)和疏散時間3個方面進(jìn)行了分析。論文最后以成都東站為例,提出了東站應(yīng)急指揮系統(tǒng)構(gòu)架,分析了其運作功能,并提出了提高該應(yīng)急指揮系統(tǒng)的快速響應(yīng)能力的措施。最后建立了基于東站交通網(wǎng)絡(luò)的應(yīng)急疏散模型,并通過VISSIM仿真,深入分析應(yīng)急疏散與交通管理之間的聯(lián)動指揮機制,為東站應(yīng)急管理者提供一個切實可行的應(yīng)急救援決策支持方案。 論文研究的主要創(chuàng)新點在于建立了城市應(yīng)急網(wǎng)絡(luò)指揮系統(tǒng)的組織架構(gòu);提出了增強城市應(yīng)急指揮系統(tǒng)應(yīng)急快速響應(yīng)能力的方法,針對成都東站的應(yīng)急疏散,構(gòu)建了應(yīng)急指揮系統(tǒng),提出了疏散預(yù)案,創(chuàng)建了ODE應(yīng)急疏散模型,并通過VISSIM軟件進(jìn)行了疏散時間和應(yīng)急避難場所選擇的仿真。 本文的研究成果可為構(gòu)建城市網(wǎng)絡(luò)化交通條件下大型人流聚集點應(yīng)急指揮系統(tǒng)提供參考借鑒。
[Abstract]:With the development of urbanization in China, how to scientifically and systematically guard against public emergencies, early warning and adopt coping mechanisms and measures has become a hot issue in recent management practice and research. Reasonable use of networked urban roads to carry out rescue work, this can improve the emergency response capacity of emergency systems, which is the benefits of urban networked traffic conditions. The emergency command system is an important part of the urban emergency system. It is the foundation and prerequisite for the rescue activities to be carried out. An efficient emergency command system plays an important role in improving the emergency response ability, saving rescue time and reducing the loss of life and property. This paper first introduces the connotation of unexpected events and large crowd gathering points. Then, the composition of urban emergency response system is analyzed on the basis of the related three elements of urban emergency organization. Then, taking the emergency evacuation command system of the large crowd gathering point in the city as the object, the organization function and operation flow of the emergency command system are analyzed. In order to improve the rapid response ability of urban emergency command system and the rapid decision ability of subsystems, this paper analyzes the information processing, material assembly and evacuation time. Finally, taking Chengdu East Railway Station as an example, the structure of the emergency command system of Chengdu East Station is put forward, its operation function is analyzed, and the measures to improve the rapid response ability of the emergency command system are put forward. Finally, the emergency evacuation model based on East Station traffic network is established, and through VISSIM simulation, the linkage command mechanism between emergency evacuation and traffic management is deeply analyzed. To provide a feasible emergency rescue decision support scheme for emergency management of East Railway Station. The main innovation of this paper is to set up the organization structure of the city emergency network command system, and put forward the method of enhancing the emergency rapid response ability of the city emergency command system, aiming at the emergency evacuation of Chengdu East Station. The emergency command system is constructed, the evacuation plan is put forward, the ODE emergency evacuation model is established, and the evacuation time and emergency shelter selection are simulated by VISSIM software. The research results of this paper can be used for reference to construct the emergency command system of large crowd gathering points under the condition of urban network traffic.
